The Oregon Health Authority (OHA), Public Health Division (PHD), within the Adolescent Health, ScreenWise and Reproductive Health section is seeking a Health Policy Analyst (Operations and Policy Analyst 3).

This position is responsible for analyzing and interpreting Gender Affirming Care (GAC) policies that affect both current programs and emerging legislation and initiatives across OHA, with a specific focus on impacts to GAC network adequacy and workforce development.

As a subject matter expert, the analyst will work closely with the OHA Gender Affirming Care Steering Committee to deliver policy analysis, expert consultation, and strategic recommendations to OHA leadership, program areas, and partner organizations engaged in advancing gender affirming care in Oregon.

The role requires a strong understanding of the intersections of LGBTQIA2S+ health, federal and state GAC laws, and Oregon’s health systems, including public health, Medicaid, and commercial payers.

The analyst will lead studies exploring treatment access barriers identified by community members and partners, guide statewide policy and legislative efforts, and develop both immediate and long-range plans to move forward GAC priorities.

The position will also assess current programs and Oregon’s capacity to support GAC services, recommending improvements that build sustainable systems of care aligned with House Bill 2002.

In collaboration with the GAC Steering Committee and partners across OHA, Oregon Department of Human Services, other state agencies, and Coordinated Care Organizations, this position will strengthen cross-system relationships to ensure equitable access to high-quality, culturally and linguistically responsive gender affirming care.

As high-profile policy changes arise, the analyst will coordinate OHA’s response, addressing scope, resource allocation, accountability, and policy alignment. Additional responsibilities include developing privacy conscious data collection methods, supporting the expansion of GAC provider networks, and considering insurance coverage and reimbursement structures essential for sustainable health systems.

Overall, this position brings critical GAC expertise, strategic and systems thinking, and community engagement skills to convene partners, facilitate equitable decision-making, and support OHA’s mission to eliminate health inequities.

Minimum Qualifications

These qualifications must be reflected in your application for consideration.

Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work

OR

Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

• This announcement is for one, full-time, limited duration (12 months), management service, Health Policy Analyst (Operations and Policy Analyst 3) position based in Portland, Oregon.

• This position is a hybrid role. The individual selected will work both remotely and in person and will be required to attend onsite meetings at least twice per year.
• Employment is contingent upon a criminal records check that meets OHA criteria at the time of hire and throughout employment.
• The salary listed is the non-PERS qualifying range. If the successful candidate qualifies for PERS, the salary range will increase by 6.95%. For more information, see the Classification and Compensation page.
