Position Summary
Belger Cartage Service, Inc. is seeking a Safety Director to lead and manage all company safety, regulatory compliance, and risk management functions across multiple divisions. This position serves as the primary safety authority for the organization and works closely with corporate leadership, division management, operations, sales, and field personnel to support safe, compliant, and efficient operations.
The Safety Director is responsible for developing and administering company-wide safety programs related to OSHA, DOT/FMCSA, applicable FRA requirements, ANSI, and internal policies and procedures.
This role includes training, audits, incident investigation, driver qualification support, DOT/FMCSA drug and alcohol testing program administration, client compliance management, and travel to division and jobsite locations in Missouri, Kansas, Oklahoma, and Texas.
This position is based at the corporate office in the Crossroads District of Kansas City, Missouri, with regular travel required.
Key Responsibilities
- Lead all company safety and compliance efforts across multiple divisions and operating locations.
- Develop, implement, and maintain company-wide safety policies, procedures, and standard operating procedures.
- Ensure compliance with applicable OSHA, DOT/FMCSA, applicable FRA requirements, ANSI, and other state and federal safety regulations.
- Conduct regular multi-state safety audits, jobsite inspections, and field observations to verify compliance and identify improvement opportunities.
- Perform hazard assessments and develop risk mitigation strategies for heavy transport, rigging, construction support, and related operations.
- Investigate all workplace incidents, vehicle accidents, cargo claims, rail-related safety matters, and near misses; complete root cause analysis and recommend corrective actions.
- Design, coordinate, and deliver safety training programs for employees, including topics such as hazard communication, equipment operation, driver safety, rail-related safety requirements, and emergency response.
- Support driver qualification and onboarding processes, including DOT paperwork and road testing of CDL applicants as needed.
- Coordinate and support DOT/FMCSA pre-employment, random, post-accident, reasonable suspicion, return-to-duty, and follow-up drug and alcohol testing programs, as applicable.
- Manage safety-related customer and contractor prequalification platforms, including systems such as ISNetworld, Avetta, Vero, or similar portals.
- Maintain insurance certificates, safety documentation, and customer-required compliance records to preserve client qualification and good standing.
- Partner with operations, sales, and customers to review site-specific safety requirements and support project planning.
- Work with insurance carriers, claims representatives, and internal leadership on workers’ compensation, auto, general liability, cargo-related, and other safety-related claims.
- Monitor trends in incidents, claims, inspections, and audit results; recommend proactive improvements to reduce risk and loss.
- Serve as a visible safety leader who promotes accountability and a strong safety culture throughout the organization.
Qualifications
- 3+ years of experience in a safety leadership role, preferably in transportation, heavy haul, rigging, construction support, rail-adjacent operations, or a related industry.
- Strong working knowledge of OSHA, DOT/FMCSA, applicable FRA requirements, ANSI, and other state and federal safety regulations.
- Experience developing safety programs, policies, procedures, and employee training.
- Experience conducting incident investigations, root cause analysis, and corrective action follow-up.
- Experience administering or supporting DOT/FMCSA drug and alcohol testing programs, including pre-employment and random testing requirements.
- Experience with workers’ compensation, vehicle accident review, and insurance/claims coordination.
- Familiarity with contractor and client compliance platforms such as ISNetworld, Avetta, and similar systems.
- Strong communication, leadership, and training skills, with the ability to work effectively with field employees, managers, customers, and executives.
- Strong computer skills and ability to manage compliance documentation and reporting systems.
- Ability to travel approximately 50% or more, including overnight travel as needed.
- Valid driver’s license required.
- CDL Class A preferred.
Preferred Qualifications
- CSP, ASP, CHST, or similar professional safety credential.
- Experience in multi-site or multi-state operations.
- Experience supporting transportation, field/jobsite safety programs, and occasional rail-related compliance requirements.
Pay: $70,000.00 - $90,000.00 per year
