Talent Management Consultant

The Bureau of Administration and Services (ADB) plays a lead role in the efficient and effective administrative management of the Organization by ensuring the provision of high-quality physical and human resources, applying the highest standards of work ethics and conduct, and using results-based management skills and tools to support the Organization in implementing its Strategic Objectives in order to serve all stakeholder of the world aviation community.

ADB is responsible for the coordination and administration of the following administrative and management services: human resources management (HRM); information management, web management and ICT services; building management and conference services; document and record management; language and publications services; secretariat services for the ICAO Assembly and Council; revenue-generating activities; and travel services.

As part of ICAO's Transformation Objectives, the Human Resources Branch within the Bureau of Administration and Services (ADB) spearheads strategic projects and initiatives for People and Culture transformation.

This includes implementing key changes to the performance management approach to align with the ongoing culture transformation initiative as well as the organisation-wide ERP system, Quantum, along with other talent management and development activities such as culture transformation, leadership development, and learning.

ICAO seeks an experienced Talent Management Consultant to support the implementation of the revised performance management approach, as well as other Talent Management and Development areas such as Culture Transformation, Learning, Leadership Development, and Onboarding.

MAJOR DUTIES AND RESPONSIBILITIES

Under the guidance and direct supervision of the Human Resources Specialist (Talent and Organization Development), the Talent Management Consultant provides support across two core functions: (1) supporting the implementation of the new/revised performance management process across all Bureaus and Offices; and (2) supporting various Talent Management initiatives as assigned, such as Culture Transformation, Leadership Development, Learning and Onboarding:

Function1 (incl. Expected results)

Performance Management, achieving results such as

Support the end-to-end implementation of the new performance management process across all Bureaus and Offices, including:

Performance Management Framework and Guidance

• Update related procedures, tools, and guidance materials to ensure consistency with the revised performance management framework.
• Develop and update manager toolkits, templates, FAQs, and reference materials to support implementation of the revised process.
• Develop and update standardized performance management resources for managers, employees, and performance focal points.

Training and Capacity Building

• Prepare and update blended training materials, facilitation guides, presentations, and learning resources on the revised performance management process.
• Design, prepare, and conduct Training of Trainers (TOT) sessions for designated performance focal points across Bureaus and Offices.
• Support delivery pf virtual and/or in-person training sessions for managers and employees to support organization-wide adoption of the revised process.

Communication and Stakeholder Engagement

• Design and implement a communication plan to support awareness, understanding, engagement, and assimilation of the revised performance management process.
• Develop communication materials including presentations, intranet content, user guides, briefing notes, FAQs, announcements, and awareness campaigns.
• Conduct surveys and feedback exercises throughout the review and implementation process to gather stakeholder input and assess areas of refinement and enhancement.
• Support the facilitation of discussions with key stakeholders to discuss proposed changes and gather feedback.
• Prepare summaries and analysis of survey findings and stakeholder discussions.

Operational and Technical Support

• Work closely with Bureaus and Offices to provide day-to-day implementation and advisory support during the rollout phase.
• Work with Bureaus and Offices to develop and maintain a SMART goals databank/repository to facilitate consistency, alignment, and knowledge sharing across the organization.
• Provide ongoing staff support on performance management.

Performance Monitoring and Reporting

• Prepare periodic performance reports and analytical summaries for sharing with Bureaus and Offices.
• Analyse implementation trends, identify challenges and gaps, and recommend corrective actions or support measures.

Knowledge Management and Digital Resources

• Develop and organize a dedicated Performance Management intranet and resource page.
• Support the maintenance and continuous enhancement of online performance management resources.

Function 2 (incl. Expected results)

Talent Management and Development support, achieving results such as

• Provide support on assigned Talent Management & Development activities such as Culture transformation, learning, leadership development and Onboarding.

QUALIFICATIONS AND EXPERIENCE

Educational background

Essential

• A first-level university degree in human resources management, organizational development, business administration, or a related field.

Desirable

• An advanced university degree (Master’s level or equivalent) in any of the above disciplines or in a closely related area.

Professional experience and Knowledge

• Minimum 10 years of progressively experience in:
• performance management systems and frameworks.
• talent Management
• organizational development and change management;
• stakeholder engagement and facilitation; and
• learning and capacity development.
• Demonstrated experience supporting performance management implementation and Talent Management initiatives.
• Experience within the UN system or international organizations is desirable.

Skills and Competencies

• Strong analytical, drafting, and communication skills.
• Excellent facilitation and presentation skills.
• Ability to engage effectively with diverse stakeholders.
• Strong organizational and project management skills.
• Proficiency in Microsoft Office applications and web/intranet content management tools.

Language Skill

Essential

• Fluent reading, writing and speaking abilities in English.

Desirable

• A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).

CONDITIONS OF EMPLOYMENT

Evaluation consultants will be held to the highest ethical standards and are required to sign a Code of Conduct upon acceptance of the assignment. This Evaluation shall be conducted in accordance with the principles outlined in the UNEG 'Ethical Guidelines for Evaluations'.

The Duty Station is Montreal, Canada. Remote working may be considered. The duration of this assignment is 6 months, with possibility of extension. Please note that the daily rate for Band C varies from CAD 402 to CAD 578.
