Business Capability Enablement (BCE) together with the IT Security Office and Infrastructure & Operations (I&O) form the CMPA IT team.
Business Capability Enablement (BCE) plays an essential role in working collaboratively across the organization to leverage business applications and supporting processes to continuously deliver value, contribute to modernizing the CMPA, and to deliver enhanced member experience.
Its goal is to empower CMPA’s employees and drive product and service delivery through innovation, collaboration, and continuous improvement. BCE is the central part of the overall support model that includes end-users, subject matter experts (SMEs), and business capability owners with oversight from a corporate governance process.
BCE’s teams follow flexible and agile ways of working to deliver business value through effective user support, by continuously improving business processes and systems, by proactively leveraging future capabilities while maintaining secure and reliable systems, avoiding technical debt, and by providing a consistent experience for both employees and members.
The IT Planning & Governance team is a part of the BCE group that facilitates IT team planning and oversees cross-team projects. The team establishes, monitors, and manages the governance approach for the IT team ensuring the effective flow of information for decision-making purposes.
Additionally, the team manages budgeting, planning, and reporting activities for IT software, hardware, and associated services related to the largest cost center at the CMPA. The team also coordinates and maintains significant technology vendor relationships and is responsible for all IT-related contracts.
Reporting to the Manager, IT Planning & Governance, the Project Manager provides leadership and guidance for a range of assigned projects that align with the IT team's goals. This includes planning and executing large and complex projects in diverse IT areas within the Association.
The incumbent works closely with the IT Planning & Governance team, Project Coordinators, as well as departmental leadership while maintaining strong relationships with stakeholders to ensure support and sharing across teams.
The Project Manager is responsible for determining requirements for project resources; establishing team and governance structures; developing project plans and budgets including work plans, communication plans, change management plans, and training strategies; managing project risks and resolving relevant issues; and tracking and reporting on delivery.
The incumbent has overall performance responsibility for managing project scope, cost (if applicable), schedule and deliverables, including the application of project management methodologies.
This involves implementing project management frameworks and developing resource requirements; chairing project meetings; monitoring and resolving project-related issues; executing regular project team reviews; coordinating project specific training for project team members; establishing project timelines and overseeing project team deliverables; providing project briefings, and relevant recommendations.
In addition, the Project Manager coordinates post-implementation.
