Our client, a prominent Canadian financial policy institution based in Ottawa, is seeking a highly skilled Senior Project Management Specialist to join their policy and research division.

Responsibilities

• Project Governance & Frameworks: Establish, implement, and maintain fit-for-purpose project governance structures, reporting mechanisms, and execution controls to ensure clear accountability and timely progress.
• Workplan & Scope Control: Develop, maintain, and monitor detailed project workplans (timelines, dependencies, risk logs). Ensure all scope changes are documented, evaluated, and managed via formal change control processes.
• Executive & Senior Briefings: Plan and execute senior-level governance briefings and executive forums, including drafting high-quality deck materials, tracking decisions, and driving action-item follow-ups.
• Cross-Functional Alignment: Coordinate inputs across diverse internal and external stakeholder groups spanning policy, research, operations, and technology.
• Project Turnaround & Recovery: Assess and stabilize in-flight projects by addressing governance gaps, realigning stakeholder expectations, and re-establishing clear delivery roadmaps.

Qualifications

• Education: University degree or college diploma in Policy, Public Administration, Economics, Business, or a related field.
• Non-IT Project Management Experience: recent and demonstrated experience managing non-IT related projects.
• Multi-Stakeholder Leadership: experience leading complex initiatives with evolving scopes, maintaining project continuity while managing formal change control processes.
• Governance & Recovery Expertise: Proven ability to design governance structures from scratch and a track record of stabilizing/recovering in-flight projects.
• Language Proficiency: Fully bilingual in both English and French (written and verbal).
• Residency: Must have resided in Canada for at least 5 continuous years to satisfy security clearance guidelines.
• Recognized project management certifications (e.g., PMP, PRINCE2, Agile/Scrum).
• Prior experience working within central banking, public sector policy, economic research, or financial regulatory environments.
