About the Role

Defence Construction Canada (DCC) is a trusted partner of the Government of Canada, delivering infrastructure and environmental solutions in support of Canada’s defence and security priorities.

We’re looking for a Manager, Project and Program Management Services to join our National Service Region team, where you will lead the delivery of project and program management (PPM) services, oversee teams of professionals, foster strong Client-Partner relationships, and help drive excellence in project and program delivery across DCC’s portfolio.

What You Will Do

• Lead the delivery of project and program management services for infrastructure, construction, environmental, and real property initiatives at the site, project, and program levels.
• Apply and promote project and program management principles including stewardship, stakeholder engagement, leadership, quality, risk management, adaptability, systems thinking, and value delivery.
• Oversee the planning, execution, monitoring, and delivery of projects and programs, ensuring alignment with Client-Partner requirements, organizational priorities, and service delivery standards.
• Coordinate project and program activities with Client-Partner representatives and stakeholders to ensure successful outcomes and effective collaboration.
• Monitor and control overall project and program performance, including the collection, measurement, analysis, and communication of performance information and key delivery metrics.
• Support and lead business development initiatives, ensuring project and program management considerations are incorporated into Client-Partner solutions and service offerings.
• Lead continuous improvement of project and program management practices, methodologies, and service line capabilities.
• Ensure quality standards are consistently met through the application of quality assurance processes, compliance reviews, and best practices.
• Provide project and program management input into service level agreements, planning activities, and organizational initiatives.
• Develop and maintain effective working relationships with industry partners, Client-Partners, stakeholders, and internal teams across DCC.
• Promote collaboration across multidisciplinary teams and service lines to support successful project and program delivery.
• Lead, coach, mentor, and develop professional staff while managing workforce planning, resource allocation, performance management, and employee development.
• Support organizational training initiatives and contribute to regional and national service line development activities.

What You Bring

Required Qualifications and Experience

• Significant experience leading the delivery of complex projects and programs within infrastructure, construction, real property, environmental, or related sectors.
• Demonstrated experience leading multidisciplinary teams and managing project and program delivery in a matrixed environment.
• Proven ability to build and maintain strong relationships with clients, stakeholders, and industry partners.
• Experience overseeing project performance, quality assurance processes, risk management, resource planning, and service delivery outcomes.
• Strong leadership, communication, negotiation, and decision-making skills.
• Experience supporting employee development through coaching, mentoring, performance management, and training.

Your Background

• Minimum: University degree in engineering, architecture, or a related field with a minimum of eight years of relevant experience, or an equivalent combination of education and experience.
• Preferred: Project and/or Program Management certification (such as PMP®, PgMP®, or equivalent).

Your Knowledge and Skills

• Extensive knowledge of project and program management best practices, methodologies, trends, and legislation related to infrastructure, real property, environmental, and construction services.
• Knowledge of strategic planning, financial management, and human resources management principles and practices.
• Familiarity with Client-Partner project and program management policies, procedures, and governance frameworks.
• Knowledge of Treasury Board of Canada Secretariat policies and processes.
• Ability to apply project and program management principles across all phases of delivery.
• Strong leadership skills with the ability to influence decisions and drive results within a matrix organization.
• Excellent communication and interpersonal skills, with the ability to engage diverse audiences and stakeholders.
• Sound judgment, business acumen, problem-solving, and risk management capabilities.
• Ability to balance innovation, adaptability, and risk tolerance while supporting successful service delivery.
• Commitment to collaboration, continuous improvement, quality, and client service excellence.
• Bilingualism (English/French) is required.

Working Conditions

You'll work in a hybrid office environment with routine travel as required to support project and program delivery, stakeholder engagement, and service line initiatives. Some work may be performed on construction sites, requiring the occasional use of personal protective equipment and adherence to site safety protocols.

To begin a career with Defence Construction Canada (DCC), you must be a Canadian Citizen or a permanent resident of Canada. As a condition of employment with DCC, a minimum reliability security status clearance is required and some roles may require secret security status clearance.

DCC is responsible for the Personnel Security Clearance process. Typically to be eligible for a "Reliability" clearance, you must have five years of verifiable background information and to be eligible for a "Secret" clearance, you must have 10 years of verifiable background information.

The appropriate security clearance is a condition of employment and it is the candidate’s or employee’s responsibility to ensure, they are able to obtain and maintain their required security level clearance to begin or continue their employment with DCC. Failure to obtain or maintain, the appropriate level of security clearance means either the candidate or employee will not receive a job offer, the conditional offer will be rendered null and void or their employment will be terminated with cause.
