Human Resources Consultant

Ottawa’s Protak Consulting Group Inc. is seeking a Human Resources Consultant for a hybrid contract opportunity with the federal government. Please note: This contract requires a candidate with an active Government of Canada security clearance.

Scope Of Work

• Providing operational Human Resources services
• Developing resourcing/staffing strategies linked to HR plans, job marketing strategy and tools
• Provide support to HR Manager in updating policies, directives, guides and tools related to the corporate staffing program
• Develop policies, directives, guides and tools as well as a monitoring framework and review the delegation instrument for the staffing component (forms, administrative practices for digital transformation, etc.).
• Verify and monitor staffing files according to departmental policies.
• Coach Junior Advisors.
• Develop the content of training sessions for sub-delegated managers.
• Other corporate projects as specified by the Technical Authority.

Work model & location

• Work will be conducted on-site in Ottawa 2 days per week at a minimum. This is a non-negotiable requirement. The remaining work will be completed remotely.

Strict Requirements

• Candidates must provide references with their resume.
• Candidates must hold an active Security Clearance with the Government of Canada.
• Successful candidates must demonstrate 5-10+ years of professional experience in Human Resources or a related field.
• A professional certification (not a certificate) related to Human Resources is considered an asset.
• Location of work: Ottawa, Ontario, Canada. Hybrid position.

Experience Required

• Must have a minimum of 7 years of work experience in Human Resources within the last 10 years.
• Must have a minimum of four (4) years of applied experience with Human Resource Management System Guardian within the last ten (10) years.
• Must have a minimum of four (4) years of applied experience with language requirement specifications or job language profiles based on business needs and client service obligations.
• Resume must demonstrate experience delivering operational Human Resources services, including staffing and classification processes, maintaining organizational charts, and ensuring data integrity.
• Extensive and recent experience in developing policies, guidelines, and staffing tools within a staffing/recruitment unit.
• Experience coaching, developing, and delivering training sessions.
• Experience monitoring staffing files and producing reports.
• Recent experience doing research and analysis to formulate recommendations on staffing and recruitment subject matter to Senior Management Officers, such as employees at the Executive level or higher. **Recent is defined as within the past two years.
