The Position

The Manager of Finance plays a key role in supporting the organization’s overall success by providing strong financial stewardship, clear decision support, and effective leadership of core finance functions. This role ensures that financial planning, reporting, analysis, controls, and resource allocation are aligned with organizational priorities, operational needs, and long-term sustainability.

Working collaboratively across the organization, the Manager of Finance translates complex financial and business information into practical insights, strengthens systems and processes, and supports informed decision-making at operational, executive, and Board levels.

Key Responsibilities Include But Not Limited To

• Lead HSAA’s health economics and workforce analytics function, overseeing delivery of high-quality analysis and managing a small team through priority setting, workload management, coaching, and performance development.
• Develop and maintain analytical frameworks, datasets, and tools to support consistent interpretation of workforce, labour market, compensation, and health system trends.
• Produce targeted analysis, modelling, and scenario planning on workforce sustainability, compensation structures, and labour market conditions to support bargaining and strategic priorities.
• Prepare briefing materials and real-time analytical support for collective bargaining, including negotiation planning, mandate development, and live bargaining discussions.
• Coordinate delivery of economics and research outputs while partnering with internal stakeholders to ensure analysis is effectively understood, applied, and embedded in decision-making.

Qualifications, Knowledge, And Skills

• Bachelor’s degree in Finance, Business Administration, Economics, or related field, along with a professional accounting designation (CPA or equivalent) required. A master’s degree (e.g. focus on information system design and implementation) is an asset.
• 5–7 years of progressive leadership experience, including at least 3 years in a leadership role.
• Strong understanding of governance, regulatory, and compliance frameworks within public or quasi‑public sector environments.
• Demonstrated ability to support executive and Board‑level decision‑making through financial, operational, and strategic analysis.
• Strong ability to interpret and integrate complex financial information to support organizational decision‑making.
• Strong communication, relationship management, and influencing skills, with the ability to work effectively with senior executives, Boards, and external stakeholders.
• Experience in a unionized or member‑based organization is considered an asset.
• Proficiency with Microsoft Office Suite, including strong Excel skills
• Experience with Sage 300, Norming AP, or UnionWare is an asset.
• A collaborative and adaptable approach, with attention to detail and a commitment to accuracy.
