Project Engineer - Program Manager - Washington State Ferries

The Opportunity

The Washington State Ferries is looking for an experienced Project Engineer - Program Manager to be responsible for the $268 million Seattle Multimodal Ferry Terminal Project at the Colman Dock in Seattle, WA.

As the project engineer, you will be responsible for ensuring the successful delivery of the Seattle Multimodal Ferry Terminal project without adversely impacting WSF operations. You must be able to provide the critical knowledge and oversight skills for delivering the project, while managing a GC/CM project office.

This is the first GC/CM project in the entire WSDOT and is the largest project ever delivered in by our Terminal Engineering division. In this role you will be responsible for the oversight of the construction of this large, visible, controversial and complex project.

This position will perform the following work

• Manage the construction oversight of the Seattle Multimodal Terminal at Colman Dock Project.
• Interpret and implant plans, specifications, regulatory laws/codes and standards, provide information, monitor contractor progress, plan work and workforce.
• Partner with the GC/CM Contractor, subcontractor, consultants and other agencies to minimize contract change orders, delays, and claims.
• Ensure compliance with WSDOT, FHWA, and FTA policies for all project documentation and approvals.
• Management contract change orders; negotiate, write, and approve changes.
• Certify technical changes according to Professional and WSDOT standards.
• Ensure optimum use of the agency resources including WSDOT, consultant and contractor staff.
• Manage and provide efficient engineering services at the minimum project cost.
• Represent WSDOT at public meetings and resolve controversies between the public, WSDOT and the GC/CM for project impacts.
• Maintain communication with Executive Management; elevate issues as necessary, and make recommendations.
• Identify and assess risks and opportunities; develop mitigation strategies to reduce the overall project risk.
• Track and report project and program budget and delivery performance.

An ideal candidate for this position will have

• Bachelor or Master's degree in Civil Engineering.
• Professional Engineering (PE) license in Washington state.
• Eight years' experience working in construction and design projects.
• Advanced project management skills, including cost, schedule and risk management.
• Extensive knowledge of NEPA, SEPA regulatory procedures and permits at the Federal, State and Local levels.
• Prior experience using FTA and FHWA project and construction management guidelines.
• Formidable leadership skills to management diverse teams of professional and non-professional staff.
• Ability to provide innovative and highly effective solutions in technically complex situations in sensitive regulatory, legal or political circumstances.
• Prior experience effectively communicating with the general public, elected officials, public agencies, and the media.
