Manager of Contracts & Settlements (Power Resources) - One Position

Under General Direction Of The Director Of Power Resources, The Manager Of Contracts And Settlements Has Responsibility For Managing MCE’s Portfolio Of Executed Power Supply Contracts. MCE's Portfolio Currently Consists Of The Following Contract Types

• Long-term power purchase agreements for renewable energy and/or energy storage.
• Short/medium term agreements for renewable and/or large hydroelectric energy.
• Short/medium term agreements for resource adequacy.
• Short/medium term agreements to hedge MCE’s CAISO load payments.

The Manager of Contracts and Settlements requires significant subject matter expertise and the ability to lead a team. This role manages the Contracts and Settlements vertical and works cross-departmentally to ensure successful execution of Power Resources Department operations.

Since the Manager works closely with internal and external partners, counterparties, and Board members, they must demonstrate excellent communication skills.

Essential Duties And Responsibilities (ILLUSTRATIVE ONLY)

• Ensure each of MCE’s power supply contracts is administered in accordance with the contract terms.
• Work with counterparties to ensure that new steel in the ground projects are permitted, built, interconnected and brought to commercial operation in accordance with the contract milestones and terms.
• Work with counterparties to ensure that resources deliver all the capacity, energy, and environmental products, as required under each agreement.
• Ensure that resources are appropriately shown to the CPUC and CAISO for resource adequacy.
• Work with MCE’s scheduling agent to ensure that resources are properly bid and scheduled into CAISO’s day-ahead and real-time markets.
• Work with MCE’s scheduling agent to monitor resource performance and CAISO settlements.
• Ensure accurate and timely bilateral settlements with each counterparty, including invoice validation.
• Resolve the unexpected contractual and/or operational issues that happen.
• Negotiate amendments and letter agreements to memorialize necessary changes to contracts.
• Ensure that key contract terms and resource data are accurately captured in MCE’s centralized contract management system.
• Help and input into MCE’s power supply portfolio management.
• Help and/or guidance on power supply compliance reporting, especially as it pertains to resource settlement data.
• Provide feedback to MCE’s power procurement staff on specific contract terms that should be added, refined, or removed from MCE’s contracts in the future.
• Aid MCE’s power procurement staff, if needed.
• Help design new tools that will improve MCE’s ability to manage its portfolio of contracts and validate bilateral invoices.
• Build a strong understanding of both the regulatory requirements and MCE board requirements that shape MCE’s power supply portfolio.
• Build strong relationships with MCE’s many counterparties.

Minimum Qualifications

Education & Experience

Education

A bachelor’s degree in engineering, finance, economics, accounting, or a closely related field.  A master's degree from an accredited university in a related field is highly desirable.

Experience

• A minimum of seven (7) years of progressively responsible experience at an electric utility, municipal utility, a Community Choice Aggregation program, a power supply developer and/or seller, or in a closely related field.
• A master’s degree may be substituted for two years of experience.
• A minimum of two years of experience serving in a technical lead or similar capacity, including providing work direction, technical guidance, and coordination for other team members, is required.
• Technical experience in the electric utility industry, experience in CAISO markets, and CAISO settlements are required.
• Two (2) years in a people/team supervision capacity is strongly preferred.

Knowledge Of

• CAISO grid, CAISO markets and CAISO settlements (including applicable charge codes and settlement timelines). An understanding of CAISO Load and generation scheduling, curtailment and impacts on pricing and settlements.
• Power supply technologies including solar, wind, geothermal, landfill gas, hydroelectric, natural gas and energy storage.
• Power supply contracts, including power purchase agreements and key terms.
• Power supply contract settlement structures.
• California power supply regulations, including the CPUC’s renewable portfolio. standard program, the CEC’s power source disclosure program, and the CPUC and CAISO resource adequacy program.
• The use of renewable energy certificates to support mandatory and voluntary compliance programs. An understanding of The Western Renewable Energy Information System (WREGIS).
• Microsoft Office software including Word and PowerPoint.
• Microsoft Excel including VBA programming.

Compensation & Benefits

Competitive compensation package offered, based on candidate experience along with generous benefits and perks, including fully paid premiums for health insurance, parental leave, dependent care subsidies, student loan repayment, and employee wellness program. Starting salary range for: Manager of Contracts & Settlements: $159,627 - $200,910.

About The Power Procurement Department

The Power Resources department is responsible for building a portfolio of clean resources to meet the needs of customers and the reliability of the grid. This team focuses on meeting MCE’s renewable energy and greenhouse gas free (GHG-free) targets, helping MCE reach 85% renewable by 2029 while maintaining at least 95% GHG-free energy for our Light Green product.

The power resources team negotiates and manages MCE’s Power Purchase and Energy Storage Agreements and Feed-in Tariff program. In addition, the team maintains a direct relationship with the CAISO in its Scheduling Coordinator functions and projects. The effective work of this team has allowed us to reinvest in renewable energy projects within MCE’s service area that create family-sustaining green-collar jobs.
