Human ResourcesOperations and Strategy, Division of Human Resources (HR), provides centralized human resources services to the general public, applicants, managers, and employees of the Colorado Department of Human Services (CDHS). Consultation services include: benefit administration; compensation; equity, diversity and inclusion; employee relations; HR policy development; job analysis; job evaluation and classification; organizational development; New Employee Orientation; performance management; interpretation of CDHS HR policy, state personnel rules, state and federal employment laws; progressive discipline; records management; recruitment; responding to grievances, appeals, charges of discrimination; reorganization issues; retention; selection and selection appeals; settlement advice; strategic planning and overall HR guidance to CDHS managers, supervisors and employees.

Acts as an internal consultant by analyzing and recommending human resource solutions for issues identified within assigned programs and client groups. Consults with program leaders and guides employee relations concerns by using local, state, and federal laws, in addition to State Personnel Board Rules, Partnership Agreements, and Side Entity Agreements.
Coaches and provides counseling to agencies in a variety of platforms: one-on-one training, attending program leader meetings, and facilitating CDHS Open Houses. Works with supervisor, manager, and/or the Attorney General’s office on personnel matters that are complex in nature and that may need additional support for guidance on program decision-making.
Manages work through the E&LR Case File Management process and is responsible for keeping cases up-to-date.
Summary Of
A combination of related education in Human Resources and/or experience in Human Resources including Talent Acquisition and Job Evaluation or similar field equal to six (6) years.
