Administrative Operations Manager

Job Summary

Garden of Eden is a licensed California cannabis operator running multiple retail locations and a distribution facility, with active expansion underway.

We are hiring an Administrative Operations Manager to own the back-office functions that keep a multi-location, highly regulated business running: benefits and insurance administration, licensing and permitting across every jurisdiction we operate in, and the records and information systems that hold it all together.

This is a hands-on, detail-driven role for someone who takes pride in making sure nothing lapses, everything is documented, and the business stays audit-ready as it grows.

Key Responsibilities

Benefits Administration

• Administer the full employee benefits program, including health, dental, and vision plans, and any supplemental offerings.
• Manage open enrollment end to end — communications, employee questions, elections, and carrier submissions.
• Handle new-hire enrollments, qualifying-life-event changes, and terminations, keeping records accurate and timely.
• Serve as the primary point of contact between employees, brokers, and carriers, and reconcile monthly benefits invoices.

Insurance Administration

• Maintain the company's commercial insurance portfolio, including general liability, property, workers' compensation, and cannabis-specific coverage.
• Track policy terms and renewal dates, gather underwriting information, and coordinate renewals and new coverage with brokers ahead of deadlines.
• Manage certificates of insurance (COIs) — issuing, requesting, and tracking them for landlords, vendors, and regulators.
• Support claims intake and documentation, coordinating with carriers and internal stakeholders through resolution.

Licensing & Permitting

• Own all licensing and permitting across the organization — local, city, county, and state, including all California cannabis licenses (DCC) and every associated operating permit.
• Build and maintain a licensing matrix that tracks each license and permit by location, with issue dates, expiration dates, renewal windows, required documents, and responsible parties.
• Prepare and submit renewal applications well ahead of deadlines, ensuring no license or permit ever lapses across any location.
• Support licensing and permitting for new locations as the company expands, coordinating with regulators, landlords, and internal teams through approval.
• Maintain organized, retrievable records of all license and permit documentation to support inspections and audits.

Records & Information Management

• Own the organization and upkeep of the company's digital and physical records across all locations.
• Administer and maintain Google Workspace — shared drives, folder structures, naming conventions, and access permissions — so files are consistent, secure, and easy to find.
• Establish and enforce document-organization standards, retention practices, and version control across departments.
• Maintain physical filing systems where applicable, keeping originals of licenses, insurance, and legal documents secure and orderly.

Payroll Coordination (Supporting)

• Receive and consolidate payroll reports submitted by regional managers, perform basic accuracy checks, and roll up a consolidated report to the department head. (This role does not process payroll or manage the regional managers.)

Qualifications

• 3+ years in administrative operations, HR/benefits administration, business operations, or a closely related back-office role.
• Experience managing licenses, permits, or regulatory documentation strongly preferred; California cannabis experience is a significant plus.
• Strong working knowledge of Google Workspace and comfort owning digital file systems and organization.
• Exceptional organization and deadline management — able to track many moving dates across multiple locations without letting anything slip.
• Discretion and reliability handling confidential employee, financial, and legal information.
• Clear communicator, comfortable working with brokers, carriers, regulators, and internal teams.
• Able to work on a hybrid schedule with regular on-site presence across Bay Area locations, and adapt as the company grows.

Pay: $80,000.00 - $100,000.00 per year
