Minimum Requirements

• High School Diploma or equivalent AND four (4) years of accounting, finance, or budgeting experience.
• An equivalent combination of education and experience may be substituted.

Position Summary

Under the supervision of the Assistant Director of Finance, of the Operations Division, this position applies principles of accounting to analyze financial information and prepare financial reports by compiling information and utilizing appropriate accounting control procedures.

The incumbent is also responsible for processing requests for payments, drawing down funds, and accounting for project and administrative expenditures. In addition, this position works closely with loan documents and ensures that information is complete and in compliance with rules and regulations.

Duties

• Prepares journal entries and reconciles general ledger and subsidiary accounts; prepares monthly financial statements, including distributing monthly revenue and expenditure reports to departments.
• Compiles and analyzes financial information to prepare entries to accounts, such as general ledger accounts, and documents business transactions.
• Verifies that loan documents, signatures, and supporting information are complete and in compliance with all statutory and department rules and regulations.
• Performs subrecipient monitoring for federal grants.
• Prepares detailed monthly loan reports identifying delinquencies and status updates.
• Analyzes and reviews budgets and expenditures for local, state, federal, and authority funding, contracts, and grants.
• Monitors grant revenues and expenditures, ensuring data is recorded in the Department’s financial accounting system and the Controller’s JDE Edwards system.
• Reconciles the Department’s Accounting records to JDE Edwards.
• Monitors and reviews accounting and related system reports for accuracy and completeness.
• Prepares and reviews budget, revenue, expense, invoices, and other accounting documents.
• Analyzes revenue and expenditure trends, recommends appropriate budget levels, and ensures expenditure control.
• Uses the Integrated Disbursement and Information System (IDIS) to draw down funds from the Federal Government and keep accurate reports on funds and cash on hand.
• Explains billing invoices and accounting policies to staff, vendors, and clients.
• Monitors Operating Agencies for contract compliance and compliance with Federal and/or State regulations.
• Assists internal and external auditors in their annual audits of the Department.

• Accounting software.

• Ability ToExamine historical data to forecast and project financial performance and propose recommendations to Senior Management.
