About the Role

Are you a strategic HR professional who thrives on building meaningful partnerships and driving organisational impact? We are looking for a Senior Manager, HR Business Partners to join MSF's Human Resource Division.

In this role, you will serve as a trusted advisor and key enabler of organisational success by building strong strategic partnerships with line divisions to address human capital concerns, support strategic manpower plans, and align HR strategies with ministry priorities and whole-of-government initiatives.

What you will be working on

• Strategic Business Partnership: Build trusted relationships with business leaders through structured engagements on their business model, strategic priorities and growth plans, acting as a strategic advisor on complex organisational challenges including restructuring, talent management, and complex employee relations issues including workplace conflicts, grievances and disciplinary matters. You will also provide data-driven insights on organisational health metrics, talent pipeline health and engagement levels.
• HR Policy Stewardship: Serve as the primary point of contact for divisions seeking clarification on HR policies and practices, provide expert advice on complex situations while maintaining flexibility for operational differences. Contribute to policy development by gathering perspectives from stakeholders, translating operational insights into actionable policy suggestions, and maintaining regular touchpoints with the policy team.
• Change Management: Partner with line divisions to plan and execute organisational change initiatives, including leadership transitions, structural reorganisations, and interventions such as training, upskilling and career transitions.
• Workforce Performance and Development: Engage proactively with division leaders to drive a robust performance management culture by supporting leaders in performance & ranking process and managing underperformance effectively. You will also work closely with divisions to develop holistic career development and deployment plans for staff, facilitating internal movements, succession planning and capability building to ensure a healthy talent pipeline and a motivated, future-ready workforce.

What we are looking for

Functional/Technical Competencies

• Background in Human Resources, Business Administration or related disciplines, with at least 3 years of working experience with relevant HR knowledge, including experience in strategic workforce planning and employee relations.
• Strong problem solving and critical thinking skills with the ability to diagnose complex organisational issues, generate creative customised solutions and evaluate approaches objectively.
• Strong analytical skills with ability to connect HR initiatives with organisational outcome, interpret data and make evidence-based recommendations that align with business and organisational strategy.
• Strong relationship management and interpersonal skills with the ability to build rapport and navigate complex and sensitive situations with diverse stakeholders across all organisational levels.
