Business Analyst

Texas GovLink, Inc. is an Austin-based firm which has been a leading provider of technical and business professionals to clients in Texas. We are currently seeking an experienced Business Analyst to be a key resource on a technical services team.

Work LocationHybrid (Option to work up to 80%-100% remotely). Candidates must be local to Austin, TX.

Responsibilities

• The Business Analyst (BA) position at the Texas Education Agency works on multiple projects that support the mission of the agency of improving outcomes for Texas students, with a focus on major enhancements and/or rewrite effort.
• This position will perform advanced, senior-level business analysis work.
• The business analyst serves as the conduit between the program/customer community and the software development team through which requirements flow.
• This BA will be involved at some level throughout the entire software development life cycle.
• Upon establishment of the requirements baseline, the focus is shifted towards the management of the requirements specification and verifying the fulfillment of all requirements, including requirements for enhancements post-implementation.

Essential Functions

• Elicitation & Analysis
• Analyzes user needs, business processes, pain points, and computer system capabilities to automate or improve existing systems.
• Elicits requirements using joint application development (JAD), interviews, document analysis, surveys, use cases, competitive product analysis, and workflow analysis.

Requirements

• Writing & Visual Output Transforms information from elicitation sessions into business and functional requirements, use cases, user stories, software requirements specifications documents, wireframes, and mockups.
• Uses standard templates and simple, unambiguous, and concise natural language.BA Best Practices & Mentorship Acts as a mentor to peers and colleagues in disseminating best practices and proactively seeks out training opportunities.
• Using TEA Tools Effectively Uses TEA tools, such as Jira and Modern Requirements, to manage the change control process, participate in the SDLC, and track and communicate requirements status.
• Qualifications
• Minimum Requirements:8 years of:
• Experience eliciting requirements from interviews with customers and creating well-written system requirements
• Experience with software development life cycles (SDLCs)
• Business process re-engineering and software process flow improvement experience
• Experience developing user stories and use cases that conform to business analysis best practices
• Experience designing mockups and/or wireframes that conform to UX best practices5 years of:
• Demonstrated strong communication and facilitation skills
• Demonstrated strong writing and organization skills4 years of:
• Documented experience working for or closely with TEA OR a federal/state/local education agency OR ed vendor2 years of:
• Documented work experience with the issue tracking software "Atlassian Jira"Documented work experience with the requirements management software "Modern Requirements"
