As part of its continued growth and commitment to operational excellence, the institution is seeking a Facilities & Capital Planning Manager to lead capital planning, asset management, and facilities improvement initiatives across its campus.

Your New Role

As the Facilities & Capital Planning Manager, you will serve as the primary steward of capital assets, overseeing the planning, construction, maintenance, renewal, and improvement of campus buildings, infrastructure, and grounds.

Reporting to the Director, Facilities & Services, you will lead the development of long-term capital planning strategies while managing a diverse portfolio of maintenance, renewal, and capital improvement projects.

A significant component of the role involves managing the asset management system, ensuring accurate asset inventories, condition assessments, lifecycle planning, and data-driven reporting. You will analyse asset performance and deferred maintenance requirements to develop short-, medium-, and long-term capital plans that align with institutional priorities, budget objectives, sustainability goals, and campus needs.

You will be responsible for leading capital projects from inception through completion, including business case development, consultant engagement, design oversight, tendering, contract administration, budget management, risk assessment, and project execution.

Working closely with internal stakeholders, consultants, contractors, and regulatory authorities, you will ensure projects are delivered safely, efficiently, and in accordance with applicable codes, standards, and University policies.

What You Need to Succeed

To be successful in this position, you will possess

• A degree in Engineering (Civil, Mechanical, or Electrical), Architecture, or an equivalent combination of education and experience.
• A minimum of five years of experience managing design & construction of capital projects, renewal programs within institutional, commercial, healthcare, higher education, or public-sector environments.
• Demonstrated experience overseeing complex capital projects involving building envelope, structural, mechanical, electrical, civil, interior renovation, and site infrastructure components.
• Advanced knowledge of AutoCAD, or equivalent required, including the ability to read and understand construction drawings and interpret design drawings, schematics, technical specifications and details.
• Working knowledge of the Ontario Building Code, Electrical Code, accessibility requirements, and other applicable regulations and by-laws.
• Sound understanding of construction administration, procurement processes, contract management, project delivery methodologies, and industry-standard contract forms.
• Experience using asset management software platforms such as SLAM or comparable systems.
• Strong knowledge of asset management principles, capital planning, lifecycle analysis, deferred maintenance strategies, and budget forecasting.
• Excellent project management, stakeholder engagement, and communication skills, with the ability to build consensus and present recommendations to senior leadership.
• Strong analytical and problem-solving abilities, coupled with a data-driven approach to decision-making.
• Proven leadership experience with the ability to coordinate cross-functional teams, consultants, contractors, and operational staff.

The following qualifications would be considered strong assets

• PMP designation.
• Certified Energy Manager (CEM), LEED, WELL, or other sustainability-related accreditation.
• Experience working within higher education, institutional, heritage, or public-sector facilities environments.
• Familiarity with sustainable building practices, accessibility standards, heritage conservation, and campus planning initiatives.

The compensation for the role includes a competitive salary between $82,000-$110,000.
