Job Title: Business Analyst -(Texas State Health domain experience required) 14+ yrs Exp
Location: Austin , TX (On-site - ONLY LOCAL candidates)

Key Responsibilities
- Review, analyze, and evaluate business systems, processes, and user requirements.
- Formulate business and technical solutions aligned with organizational strategies.
- Analyze existing business processes and recommend improvements through business process reengineering.
- Identify opportunities to leverage technology to improve business effectiveness.
- Develop business process maps using industry-standard methodologies.
- Prepare solution options, identify project risks, and perform financial analyses, including cost-benefit analysis, ROI, and buy-versus-build evaluations.
- Document detailed business requirements, user needs, program functions, and functional specifications.
- Support the Texas Electronic Vital Events Registrar (TxEVER) system and exceptional business operations.
- Ensure continuity of business operations across multiple functional areas within Vital Statistics Services (VSS).
- Collaborate with business stakeholders and technical teams to support mission-critical public health initiatives involving vital records.
- Assist with project planning, scheduling, work estimation, and progress tracking.
- Produce reports, documentation, and recommendations to support management decision-making.
Required Qualifications
- Knowledge of Texas Vital Statistics laws, policies, procedures, and regulations.
- Strong knowledge of Microsoft Office Suite, including Word, Excel, PowerPoint, Project, and Visio.
- Experience with project planning and organization.
- Strong understanding of business analysis methodologies.
- Experience analyzing and evaluating complex information technology applications, policies, and business issues.
- Ability to develop practical and innovative solutions for complex business and technical challenges.
- Excellent verbal and written communication skills with the ability to communicate effectively with individuals and groups.
- Strong organizational, time management, and prioritization skills with the ability to work independently and direct work when necessary.
- Ability to establish and maintain effective working relationships while working under pressure, negotiating with multiple stakeholders, and resolving conflicts.
- Strong analytical skills with the ability to interpret complex information and prepare concise reports and recommendations for management review.
- Experience gathering, organizing, and analyzing data to identify issues and recommend effective solutions.
- Ability to maintain statistical and accounting records and produce meaningful data summaries.
- Ability to manage small- to medium-sized projects.
- Experience creating project work plans.
- Ability to develop accurate work estimates and monitor project progress.
Preferred Skills
- Experience supporting the Texas Electronic Vital Events Registrar (TxEVER) system.
- Experience supporting Vital Statistics Services (VSS) business operations.
- Knowledge of business process mapping and process improvement methodologies.
- Experience preparing risk assessments and financial analyses, including cost-benefit analysis, ROI, and buy/build evaluations.
