The Health Center Engagement Manager is a Senior Associate II position to support our portfolio of health center technical assistance centers. JSI has been a leader in supporting health centers in advancing care models through technical assistance on a range of topics including team-based care, value-based care preparation, population health management, and effective use of health-IT to improve access and quality.

This role will work with technical assistance (TA) center teams to promote engagement in virtual technical assistance on a range of topics, specifically operations and finance.

In an environment of multiple demands on health centers, this Health Center Engagement Manager will communicate the value of technical assistance to the most financially vulnerable health centers to encourage their participation in technical assistance.

The Health Center Engagement Manager will be dedicated to one or more technical assistance center programs, and works collaboratively across primary care project teams to support effective health center engagement strategies. As a Senior Associate II, this role reports to a Principal and may supervise staff, as assigned. This position can be based in the U.S. where JSI is registered.

This position is contingent on project award.

Responsibilities

• Lead and develop a health center engagement strategy that is inclusive of partnership, communication strategy, and use of data for ongoing monitoring of health center feedback and engagement, ensuring the value proposition outweighs their time constraints.
• Use specialized expertise to lead the development and creation of high-quality, methodologically grounded work products for JSI’s health center technical assistance portfolio to support effective communication and engagement.
• Direct a cross-functional team to translate complex TA offerings into relevant messaging.
• Guide project team(s) to conceptualize, develop, and iteratively improve project deliverables for effectiveness and impact, with ultimate accountability for high-quality of project processes and deliverables.
• Communicate measurement and impact internally to improve quality and externally to meet client requirements, collaborating with evaluation team members.
• Evaluate new market information, health center feedback and performance data to continuously refine and adapt the engagement model.
• Apply adaptive leadership strategies to guide strategic decision-making.
• Serve as the primary liaison between technical assistance providers, evaluation, and program leadership to ensure that health center engagement efforts are informed by real-time impact data.
• Apply frameworks and evidence-informed methodological approaches, tools, and best practices to projects.
• Identify gaps in engagement and implement rapid-cycle improvements to the TA delivery model using data as a diagnostic tool.
• Independently serve as a Project Director on highly complex/strategic small to mid-sized projects: mid-sized projects (typical annualized portfolio $1M-$3M); and/or as a Project Manager/Deputy Director for large projects (typical annualized portfolio$2-$6M), providing financial oversight and ensuring high-quality product delivery for complex projects that meet client and JSI operational standards.
• Direct and develop a multidisciplinary team, fostering a “ONE JSI” culture of accountability, innovation, and individual professional growth driven by merit to ensure operational excellence and in accordance with JSI policies and procedures, as assigned.
• Expand integration of project and people management strategies to optimize project outcomes.
• Facilitate large and/or politically complex external-facing meetings, being attentive to the participant experience including demonstrating cultural humility.
• Synthesize and deliver complex information to diverse audiences in a clear and engaging manner.
• Identify opportunities for further dissemination of findings to promote recognition of JSI's technical excellence and/or thought leadership in the field.
• Lead conceptualization and authorship of large and/or complex technical proposals, and put together complementary and competitive project teams ultimately generating new project work.
• Strengthen and expand client relationships, focusing on strategic partnership and business growth.
• Negotiate scopes of work, partnership agreements, and budgets.
• Engage actively with clients to ensure satisfaction with process and final products.
• Lead project teams to identify areas for improvement to ensure continuous learning, merit-based professional growth, and excellence in team work processes and products.
• Guide teams to apply continuous learning to projects and internal operations.

Qualifications

• Education, experience, skills, and competencies
• Bachelor’s degree in Communications, Journalism, Public Health, Health Informatics, a related field, or equivalent experience.
• Master’s degree preferred.10+ years of relevant progressive experience working with health centers and cross-functional teams, including leadership and project management experience
• Advanced proficiency in data-driven storytelling and adaptive leadership, and a deep understanding of the clinical and operational "pain points" facing health center executives.
• Deep knowledge of health center financial and operational challenges (e.g., 340b revenue, health center payer mix, and productivity).
• Knowledge and understanding of the Health Services and Research Administration, Bureau of Primary Health Care is preferred.
• Demonstrated experience working with primary care associations and federally funded health centers.
• Advanced communications, problem solving, organizational, project management skills with exceptional maturity of judgement.
• Strong ability to translate complex technical concepts into strategic narratives for non-technical stakeholders.
• Advanced strategic thinking skills, and demonstrated capacity to do long-term planning.
• Demonstrated experience leading team adaptability by effectively managing change.
• Proficiency in MS Suite and Google Suite.
• Ability to utilize AI tools thoughtfully, ensuring efficiency, integrity, and excellence while adhering to ethical standards and maintaining data privacy.

• Willingness and ability to travel, if necessary (up to 15%).
