Change Manager- London or Manchester

About The Role

FDM is a global business and technology consultancy seeking an Adoption Lead / Change Manager (Active SC Clearance Required) to work for our client within the public sector. This is initially an 8-month contract with the potential to extend, and will be a predominantly remote role with occasional travel into London or Manchester.

We are seeking an experienced Adoption Lead / Change Manager to drive the successful adoption of business and technology transformation initiatives across complex organisational environments. The successful candidate will be responsible for developing and delivering change management and user adoption strategies that maximise engagement, minimise resistance, and ensure sustainable business outcomes.

Working closely with programme teams, stakeholders, and end users, you will lead organisational change activities across the full project lifecycle, ensuring that people, processes, and technology changes are effectively embedded. Due to the nature of the work, candidates must hold active Security Clearance (SC).

Responsibilities

• Develop and execute comprehensive change management and user adoption strategies aligned to programme objectives.
• Conduct change impact assessments and stakeholder analyses to identify risks, dependencies, and engagement requirements.
• Create and maintain change management plans, communications plans, training strategies, and adoption roadmaps.
• Build strong relationships with senior stakeholders, business leaders, project teams, and end users.
• Lead stakeholder engagement activities, workshops, focus groups, and feedback sessions.
• Design and deliver communication campaigns to support awareness, understanding, and adoption of change initiatives.
• Develop and oversee training and enablement programmes to ensure users are equipped to adopt new processes and technologies.
• Monitor adoption metrics, user feedback, and business readiness indicators to measure success and identify areas for improvement.
• Manage resistance to change and implement mitigation strategies to address adoption challenges.
• Support project governance activities by providing regular updates on change readiness, adoption progress, and associated risks.
• Work collaboratively with programme managers, business analysts, technical teams, and delivery partners to ensure a seamless change experience.
• Ensure all change management activities align with organisational standards, governance frameworks, and security requirements.

About You

• Active SC (Security Cleared) status is essential.
• Proven experience as a Change Manager, Adoption Lead, Organisational Change Manager, or similar role within large-scale transformation programmes.
• Strong understanding of change management methodologies such as Prosci, ADKAR, Kotter, or equivalent frameworks.
• Demonstrable experience delivering user adoption initiatives for digital, technology, or business transformation programmes.
• Experience conducting stakeholder analysis, change impact assessments, and organisational readiness activities.
• Excellent communication, presentation, and facilitation skills, with the ability to influence stakeholders at all levels.
• Strong experience developing communication strategies, training plans, and engagement campaigns.
• Ability to manage multiple workstreams and priorities within complex programme environments.
• Experience working within public sector, government, defence, or highly regulated environments is highly desirable.
• Strong analytical skills with the ability to interpret adoption data and produce actionable insights.
• Excellent relationship management and stakeholder engagement capabilities.
• Self-motivated, proactive, and capable of working independently and as part of a wider programme team.
• Relevant change management certifications (Prosci, APMG Change Management, Agile Change Practitioner, or equivalent) are desirable.
• Familiarity with Microsoft 365, collaboration tools, and digital workplace technologies is advantageous.
