General FunctionThe salary indicated above includes longevity (1% earned after five years and increases to a maximum of 4% after 20 years). Additionally, a 3.8% cost of living increase has been approved for 2027.THIS IS AN INTERNAL RECRUITMENT. ONLY CURRENT CITY OF BREMERTON EMPLOYEES ARE ELIGIBLE TO APPLY.Under the direction of the Assistant Director of Finance and Administration, the Financial Analyst performs a wide variety of high-level accounting, budgeting, cash management, and financial reporting functions.
Duties may include, but are not limited to, job costing, budget forecasting, project management accounting, grant accounting, capital asset and inventory accounting and reporting, depreciation analysis, debt service accounting, equipment rental and replacement accounting, preparation of state, federal, and Generally Accepted Accounting Principles (GAAP) financial reports.
The position researches and interprets accounting requirements and exercises substantial independent judgment in completing assigned work.

ESSENTIAL DUTIES AND RESPONSIBILITIES

- Respond to financial inquiries from City departments and external agencies and explain accounting, investment, and fund balance information to both financial and non-financial audiences.
- Oversee assigned accounting processes to ensure the accuracy, completeness, and timely flow of financial information, and prepare complex financial reports, analyses, and supporting documents for directors and managers
- Prepare and submit required state tax and financial reports on monthly, quarterly, and annual cycles, and monitor changes in applicable laws and reporting standards to ensure continued accuracy and compliance.
- Compile, analyze, and review financial information used in annual reports to the State and other external stakeholders and assist with the preparation of the year-end Annual Comprehensive Financial Report (ACFR)
- Assist with the preparation, review, and compilation of the City’s biennial budget.
- Monitor management of budgets across all City funds, departments and divisions.
- Compile and analyze financial data to support the annual allocation of overhead costs across the City’s operating funds.
- Conduct financial audits, evaluate findings, and recommend or implement corrective actions and process improvements.
- Conduct research and financial analysis for special projects and prepare related reports, findings, and recommendations as assigned.
- Manage the financial components of the City’s equipment rental program, including equipment inventory, replacement schedules, replacement reserves, repair-rate calculations, maintenance cost recovery, reconciliations, and related financial statements.
- Analyze program performance, identify efficiencies, and recommend process improvements.
- Maintain the accuracy and integrity of the general ledger, including project numbers and the chart of accounts, in accordance with Washington State Budget, Accounting and Reporting Systems (BARS) requirements.
- Prepare monthly journal entries for all governmental funds to accurately record revenues and expenditures, and maintain supporting fiscal records for departmental financial reporting.
- Prepare trial balances, balance sheets, income statements, cash flow statements, and related financial projections; monitor results and analyze financial performance and trends.
- Administer assigned grants and loans, including maintaining and reconciling subsidiary ledgers, preparing and submitting grant draw requests, and completing required closeout documentation.

Education And Experience
(Minimum Requirements)A Bachelor’s degree from an accredited college or university in accounting, finance, business administration, or a closely related field, and five (5) years of progressively responsible professional accounting or financial analysis experience.
Candidates must successfully complete a background investigation and be eligible for bonding.
Equivalent combinations of education, training, and directly related experience that demonstrate the knowledge, skills, and abilities necessary to perform the essential functions of the position will be considered.
Preferred QualificationCertified Public Accountant (CPA) license.
Municipal or other governmental accounting experience.
Physical Requirements
- Work requires occasional walking, stooping, lifting, and moving materials, along with frequent use of the hands and fingers for grasping, handling documents, and operating computers and other office equipment.
- The position requires light physical work, including exerting up to 20 pounds occasionally, up to 10 pounds frequently, and a negligible amount of force continuously.
- It also requires the ability to communicate effectively through speaking and hearing and close visual acuity for computer work, reading, reviewing documents, and analyzing detailed financial data.

Employees are also eligible for vision insurance on the first day of the month in which the third consecutive monthly premium payment is made on their behalf.
