As an Exchequer Technical Officer, you will play an important role in supporting Manchester City Council’s financial operations by helping to deliver accurate, timely and effective technical support across incoming and outgoing payments, financial data, receipts, reconciliations and reporting.
The role supports departments across the Council by ensuring financial processes are carried out correctly, audit trails are maintained, issues are investigated and resolved, and stakeholders receive clear advice on the right processes to follow.
You will also contribute to improving systems, policies and ways of working, helping Exchequer Services provide a reliable transactional finance service that supports sound financial management and effective service delivery across the Council.

About the Candidate
We are looking for a confident and detail-focused Exchequer Technical Officer to join our Exchequer Services team within Financial Management.
This is a key technical role supporting the Council’s transactional finance functions, including payments, income, banking, reconciliations, reporting, and financial data management. You will help ensure that financial transactions are processed accurately and on time, that clear audit trails are maintained, and that colleagues and stakeholders receive reliable advice and support.
The successful candidate will have strong experience of working in a transactional finance environment, with a good understanding of financial processes, controls, and deadlines. We are particularly interested in candidates with accounts payable experience, general ledger reconciliation experience, and experience of completing large payment runs or similar high-volume finance processes.
You will need to be confident using financial systems and Excel to interrogate, analyse and validate data. Advanced Excel skills, including the use of Pivot Tables and VLOOKUPs, will be important in helping produce clear, accurate reports and supporting effective decision-making.
Ideally, you will be AAT Level 3 qualified, or able to demonstrate equivalent experience in a technical finance role. You should also have strong numeracy, accuracy, and problem-solving skills, with the ability to investigate issues, resolve queries and explain financial information clearly to a range of stakeholders.
This role would suit someone who enjoys working with financial data, takes pride in getting the detail right, and is keen to contribute to service improvement across a busy and varied Exchequer Services function.
