ABOUT FRANKLIN COUNTY MUNICIPAL COURT

The Franklin County Municipal Court is the largest and busiest municipal Court in the State of Ohio. The Court has fourteen judges in the General Division and one judge in the Environmental Division. Judges preside over civil, criminal, and traffic cases and conduct both jury and court trials.

The Courts jurisdiction includes traffic cases, misdemeanor criminal cases, and civil cases where the amount at issue is $15,000 or less. The Environmental Division has exclusive jurisdiction to enforce local codes and regulations affecting real property, such as fire and building codes.

The geographic jurisdiction of the Court is all of Franklin County and those portions of the City of Columbus that extend beyond the boundaries of Franklin County. Despite its jurisdiction and name, the Franklin County Municipal Court is the judicial branch of the City of Columbus government.

JOB PURPOSE AND OVERVIEW

The IT Business Analyst reports to the Business Systems Analyst and functionally to the IT Director. The IT Business Analyst will work closely with the IT Business Systems Analyst, the IT Director, and other decision-makers to identify, recommend, develop, implement, and support effective technology solutions and business processes for all aspects of the Court.

The Business Analyst is responsible for learning the current technology available to the Court, researching and analyzing existing Court workflows, and recommending cost-effective technology solutions to improve functionality and efficiency.

This position plays a critical role in driving project success and business process refinements by effectively managing the lifecycle from conception to launch and beyond, while keeping employee needs and business objectives in focus.

ESSENTIAL DUTIES AND RESPONSIBILITIES OF THE POSITION

• Analyze and define strategic goals, objectives, operating procedures, and work standards to optimize the Courts business processes and paperless initiatives.
• Collaborate with cross-functional teams, including Judges, Court Administration, Department Managers, Court IT, and staff, to identify needs and prioritize projects and upgrades based on value, impact, and feasibility.
• Evaluate proposed solutions to ensure they meet usability standards and enhance the user experience.
• Engage with staff to gather feedback, understand pain points, prioritize projects and enhancements, and ensure successful project delivery.
• Provide support in identifying and assessing risks associated with projects and ongoing maintenance, and propose mitigation strategies as needed.
• Ensure adherence to the Courts policies and procedures, identifying areas for improvement where necessary.
• Provide support and guidance to staff on business process improvement initiatives.
• Stay updated on industry trends, emerging technologies, and best practices, continuously seeking opportunities for professional growth and development.
• Prioritize and allocate available resources, assess program effectiveness against stated objectives and policy guidelines, and consult with and advise Court staff on technology problems and priorities.
• Assist Business Systems Analyst with developing tasks and projects, establishing benchmarks, monitoring progress, and reviewing work in progress regularly to ensure accurate handling, responsiveness, and completion of all tasks.
• Assess the need for training programs and develop training schedules and course materials as directed by the IT Business Systems Analyst.
• Assist with website development and maintenance, including electronic forms.
• Act as a liaison between the Court and external stakeholders, representing the Courts interests in meetings and conferences.
• Perform other duties and assist with projects as assigned by the Business Systems Analyst or IT Director.

REQUIRED QUALIFICATIONS

• Bachelors degree from an accredited college or university in computer science, information systems, business, or a closely related field.
• Recent experience with Court operations and court case management systems.
• Good understanding of data processing systems, including relevant concepts and methodologies.
• Proficiency in general IT concepts, standards, methodologies, and best practices. This includes the ability to regularly work with confidential information and on projects.
• Strong technical knowledge of Microsoft Office 365, general software applications, and PC operating systems.
• Demonstrate ability to analyze business processes and conduct targeted research into IT issues and products.
• Experience managing projects with increasing responsibility, including developing requests for information.
• Strong analytical and organizational skills; ability to think strategically and tactically for short-range and long-range technology planning; and ability to function at a high level within a large, complex organization.
• Ability to make oral presentations before elected and appointed officials, public and private groups, Court employees, and others.
• Creativity and ability to conceive and implement innovative approaches to solve problems and meet objectives.
• Ability to recognize the need for change, respond flexibly to changing program demands, propose solutions, and ensure that solutions are implemented.
• Strong time management skills, highly organized and detail-oriented with the ability to prioritize work, work independently without daily supervision, perform various duties, and manage multiple projects simultaneously in a high-pressure atmosphere under sometimes severe time constraints.
• Experience working collaboratively in team-oriented environments.
• Effective verbal and written communication skills in English, with the ability to convey technical information to non-technical audiences.
• Communicate and maintain effective working relationships with judges, staff, other elected officials, employees, law enforcement officers, attorneys, and others conducting business with the Court.
• Cultural awareness and sensitivity to the diverse population within the Courts jurisdiction, and the ability to interact professionally with this diverse population of people from various geographic, socioeconomic, religious, racial, and ethnic backgrounds regularly.
• Professional appearance and demeanor are appropriate for the position and expected of a representative of elected officials.
• Demonstrated dependability, reliability, and a strong attendance record.
• Attributes include patience, objectivity, maturity, effectiveness under stress, initiative, adaptability, leadership, and sound judgment.

PREFERRED QUALIFICATIONS

• Coursework in business administration or a closely related field.
• Knowledge of Equivant CourtView 2 or other Court Case Management Systems.
• Knowledge of and experience with Court eFiling systems.
• Knowledge of Microsoft SharePoint, Forms, Planner, and Power Apps
• Knowledge of website design and maintenance, including the Opencities platform.

In completing the duties and responsibilities of the position, the Court expects the employee to adhere to all Court policies, guidelines, practices, and procedures; act as a role model both inside and outside the Court; perform duties as workload necessitates in a timely, accurate, and thorough manner; be conscientious about meeting department productivity standards; and communicate regularly with the supervisor about department issues.

Employees of the Court are at-will employees and serve at the Courts pleasure; they are not in the classified civil service system and are not members of bargaining units.
