Skills Provision is searching for a Procurement Manager for a position in Riyadh, Saudi Arabia.

As the lead in procurement, the incumbent is responsible for developing procurement strategies, managing supplier relationships, ensuring compliance, optimising costs, and safeguarding project timelines and quality standards.

Experience in construction/real estate is essential.

Compensation

Monthly salary package of SAR 25,000.

Job Overview

Strategic Procurement Leadership

• Develop and implement comprehensive procurement strategies aligned with organisational objectives and project requirements.
• Oversee all procurement activities for real estate development, ensuring timely, cost‑effective, and quality‑driven sourcing.
• Negotiate contracts with suppliers and subcontractors to secure favourable terms while maintaining strict quality standards.
• Establish and maintain a robust vendor database, evaluating suppliers for reliability, cost‑effectiveness, and performance.

Operational Procurement Management

• Collaborate closely with project teams to forecast procurement needs and ensure alignment with project schedules and budgets.
• Monitor market trends, pricing fluctuations, and material availability to identify cost‑saving opportunities without compromising quality.
• Manage the tendering process, including preparing RFPs, evaluating bids, and awarding contracts.
• Implement and oversee a structured purchase order management system to ensure accurate tracking of procurement activities.

Compliance, Governance & Reporting

• Ensure full compliance with local and international procurement regulations, company policies, and industry standards.
• Develop and enforce procurement policies and procedures to maintain transparency, consistency, and operational efficiency.
• Analyse procurement data and prepare reports on cost savings, supplier performance, procurement timelines, and risk indicators.
• Lead risk‑management initiatives to mitigate supply chain disruptions and prevent project delays.

Vendor & Stakeholder Management

• Build and maintain strong relationships with suppliers, subcontractors, and internal stakeholders.
• Conduct supplier evaluations and performance reviews to ensure continuous improvement and adherence to expectations.
• Support digital transformation within the procurement function by adopting procurement management tools and systems.

Team Leadership & Development

• Provide guidance, training, and mentorship to the procurement team to strengthen capabilities and ensure adherence to best practices.
• Foster a results‑oriented culture focused on efficiency, cost optimisation, and high‑quality delivery.

Required Qualifications & Experience

Education

Bachelor’s degree in Supply Chain Management, Business Administration, Industrial Engineering, or a related field.

Experience

• Minimum of 8 years’ experience in procurement, within real estate development or construction.
• Proven expertise in strategic sourcing, contract negotiation, and vendor management.
• Strong understanding of procurement regulations, supply chain principles, and market dynamics.
• Previous experience in the Saudi market is mandatory.

Technical Skills

• Proficiency in procurement tools, Microsoft Dynamics, and advanced Excel.
• Strong analytical and problem‑solving abilities with a focus on identifying cost‑saving opportunities.
• Excellent negotiation and communication skills for effective supplier and stakeholder engagement.
