Property Manager – Affordable Senior Housing

We are seeking an experienced Property Manager to lead the operations of a 255-unit affordable senior housing community located in San Francisco's Fillmore/Western Addition neighborhood. This community is home to low-income seniors, and we are looking for someone who is passionate about providing exceptional service while ensuring the property operates efficiently and in full compliance.

Prior experience as a Property Manager is required, including direct oversight of affordable housing programs such as Low-Income Housing Tax Credit (LIHTC) and/or HUD Project-Based Section 8. Candidates must also have experience supervising staff and managing the day-to-day operations of a multifaceted apartment community.

The Property Manager is responsible for the financial performance of the property, HUD occupancy compliance, regulatory reporting, and the overall management of the community. This role provides leadership and oversight to the maintenance, office, and resident services teams, ensuring residents receive high-quality housing and responsive customer service.

This is a full-time, non-exempt, hourly position. Monday - Friday, from 8 am - 5 pm. This position shares some on-call responsibilities (being available within 20 minutes), including responding to emergencies at times other than regular working hours and serves as primary contact for alarm and monitoring companies. There is an option to live onsite in a 2-bedroom unit. This position also includes some on-call responsibilities.

Annual salary ranges from $100,000 - $110,000, depending on experience and onsite employee unit.

PRIMARY RESPONSIBILITIES & DUTIES

Personnel

• Directly supervises all office staff, as well as the Maintenance Supervisor and Occupancy Specialist.
• Works with the onsite Service Coordinator in conjunction with the Corporate Director of Resident Services.
• Indirectly assists in the supervision of all site staff.
• Maintains site compliance with our Employee Handbook and all HR Policies and Procedures.
• Coordinates staff evaluations and staff development.
• Maintains confidential employee files.
• Works with staff to identify training needs.
• Reviews and approves ADP Time and Attendance timesheets and requests for time off on a daily basis for all assigned staff, and makes corrections to staff timesheets and ensures accuracy, approved by employee for submittal to Corporate HR on a timely basis.

Financial

• Approves all invoices prior to submission for payment.
• Ensures the submission of all monthly accounting data to the Corporate office necessary for the monthly financial reports, including rent rolls, Move-In worksheets, and Closing Statements.
• Works with the Asset Manager to produce the Annual Property Budget, and implements that budget throughout the fiscal year.
• Oversees collection of rents and daily electronic rent deposits.

Occupancy

• Supervises the Occupancy Specialist and provides guidance to ensure all duties are performed in accordance with the BAMC Occupancy Manual.
• Oversees all occupancy operations, including resident admissions, certifications, recertifications, and related functions such as interviewing prospective residents, verifying eligibility, and maintaining compliance with HUD and Fair Housing regulations. Assists with the preparation of documentation for HUD Management and Occupancy Reviews (MORs), monthly HUD reports, corporate occupancy reports, waiting list compliance, and the Affirmative Fair Housing Marketing Plan (AFHMP).
• Assists with the annual recertification process, including file preparation, resident interviews, third-party verifications, follow-up, and review of all HUD-50059 forms to ensure accuracy and compliance.
• Assists with monthly HUD subsidy billing by reviewing and processing move-ins, move-outs, unit transfers, reasonable accommodation requests, and other occupancy-related transactions to ensure accurate reporting and compliance.

Resident Relations

• Nurtures and supports a respectful, pleasant relationship between site staff and residents and ensures that all resident complaints are received, reviewed, investigated and resolved (if possible), and that there is adequate follow-up with the resident.
• Holds residents accountable to all lease, house rules and related requirements, taking appropriate action, when necessary.
• Coordinates the site portion of any eviction process, working closely with and under the direction of the Asset Manager.

Maintenance

• Supervises the Maintenance Supervisor and provides ongoing leadership and accountability for all maintenance operations.
• Meets daily with the Maintenance Supervisor to coordinate routine, preventive, and special maintenance activities, including reviewing completed work orders, prioritizing repairs, and addressing operational needs.
• Conducts weekly property inspections with the Maintenance Supervisor to identify maintenance concerns, monitor property conditions, and ensure the community is maintained to a high standard.
• Oversees the planning and execution of annual unit inspections, REAC inspections, move-in and move-out inspections, and inspections of troubled or at-risk units, ensuring timely completion of required follow-up items.
• Maintains a working knowledge of all building systems, including plumbing, electrical, HVAC, boilers, elevators, security, fire and life safety systems, and other critical infrastructure.
• Oversees the implementation and monitoring of the property's preventive maintenance and energy conservation programs to maximize building performance and regulatory compliance.
• Coordinates capital improvement and special maintenance projects, including developing scopes of work, obtaining bids, evaluating proposals, securing approvals, administering contracts, monitoring project progress, conducting inspections, and overseeing payment schedules.
• Provides oversight of the Maintenance Supervisor in the following areas:

o Supervision and development of maintenance staff.

o Development, implementation, and monitoring of preventive maintenance schedules.

o Unit turnover scheduling and completion.

o Administration of the work order system to ensure timely response and completion.

o Maintenance, landscaping, and janitorial scheduling and performance.

o Oversight of ongoing repair and improvement projects.

o Inventory control and timely procurement of maintenance, plumbing, janitorial, and custodial supplies to ensure adequate stock levels at all times.

Contract Administration

• In collaboration with the Asset Manager, coordinates contract process including scope of work, bidders, selection, approval, and contract.
• Monitors work progress and inspections, as well as payment schedule.

Security

• Works collaboratively with local law enforcement on issues that impact the residents or property.

Marketing

• Addresses marketing needs and curb appeal.
• Ensures appropriately qualified residents are moving in to the site by overseeing an accurate and complete qualification process.
• Advertises for vacant units, when appropriate, and meets with all residents during the move-in period.
• Guarantees that all Fair Housing rules and regulations are being followed at all times.

Other Responsibilities

• Implements an Energy Conservation Program.
• Responds to emergencies at times beyond regular working hours.

OTHER REQUIREMENTS

• Must possess the ability to work in Windows environment, and proficiently use Microsoft Office 365 apps, including SharePoint, OneDrive, Word, Excel, Outlook, etc. The ability to operate Yardi is a plus!
• Certified Occupancy Specialist (COS) or Certified Professional of Occupancy (CPO) certificate a plus!!
• Familiar with HUD Occupancy policies and procedures and knowledgeable about HUD Section 8 and other affordable housing.
• Current CA Real Estate License a plus!!
• Speak, read, and write in English and follow oral and written instructions.
• Ability to work under pressure and successfully meet deadlines.
• Must be friendly, patient, versatile, flexible, and able to multitask.
• Flexible, creative, well organized, with problem solving and communication and training skills.
• Ability to exercise tact and diplomacy and to maintain confidentiality.
• Experience working with diverse groups, i.e., staff, residents, outside contacts.
• Commitment to the company’s goals and philosophy.
• Minimum 3 years as an apartment manager of a subsidized housing site preferred.
• Experience with a senior site is preferred.
• Walk the property regularly, on and off sidewalks.
• Bend and lift 20 pounds, file in 4-drawer filing cabinets.
• Bilingual in Russian or Mandarin is a plus!
