Position Title: Tender Estimator – Water Pipeline Projects

Department: Estimation

Reporting To: General Manager

Location: UAE (EtihadWE / DEWA)

1. Role Summary (Core Purpose)

The Tender Estimator is responsible for preparing accurate cost estimates, BOQs, technical submissions, and tender documents for water pipeline projects including HDPE, DI, MDPE networks, chambers, reinstatement, and associated civil works. The role ensures competitive pricing, compliance with authority specifications, and timely submission of tenders.

2. Key Responsibilities

A. Tender Study & Analysis

• Review tender documents, drawings, specifications, and authority standards (EtihadWE, DEWA, ADSSC, Municipality).
• Identify scope of work, constraints, risks, and special requirements.
• Conduct site visits when required to understand ground conditions and reinstatement needs.

B. Quantity Take‑Off (QTO)

• Prepare detailed QTO for:
• Excavation, backfilling, disposal
• HDPE / DI / MDPE pipelines
• Fittings, valves, chambers
• Thrust blocks, concrete works
• Road/interlock reinstatement
• Dewatering, traffic diversion
• Verify quantities with drawings and tender BOQ.

C. Cost Estimation

• Prepare material cost based on supplier quotations.
• Estimate manpower, machinery, subcontractor, and overhead costs.
• Develop cost build‑up sheets for each activity.
• Apply appropriate profit margins based on management direction.

D. Supplier & Subcontractor Coordination

• Request and evaluate quotations for pipes, fittings, valves, chambers, asphalt, concrete, and survey works.
• Maintain updated price lists and vendor database.

E. Tender Documentation

• Prepare:
• BOQ pricing
• Technical proposal
• Method statements
• Project execution plan
• Cash flow and manpower histogram
• Compliance statements
• Ensure all documents meet authority requirements.

F. Internal Coordination

• Coordinate with engineering, procurement, and project teams for technical clarifications.
• Attend tender meetings, clarification sessions, and pre‑bid discussions.

G. Risk & Value Engineering

• Identify cost‑saving opportunities without compromising specifications.
• Highlight risks related to soil, utilities, traffic, and reinstatement.

H. Reporting

• Prepare tender summary sheets for management approval.
• Maintain tender logs, comparison sheets, and historical cost data.

3. Skills & Competencies Required

Technical Skills

• Strong knowledge of water pipeline materials (HDPE, DI, MDPE).
• Understanding of authority standards (EtihadWE, DEWA,).
• Proficiency in QTO, cost estimation, and tender preparation.
• Ability to read engineering drawings (plan, profile, sections).
• Familiarity with reinstatement standards (asphalt, interlock, kerbstone).

Software Skills

• MS Excel (advanced level)
• AutoCAD (basic reading)
• MS Project (advantage)
• ERP systems (optional)

4. Qualifications & Experience

• Diploma/Degree in Civil Engineering or related field.
• 2–7 years experience in water pipeline estimation (UAE preferred).
• Experience with HDPE welding, DI fittings, chambers, and reinstatement works.
• Knowledge of UAE tendering procedures and authority requirements.
