Performance Specialist

JOB PURPOSE

Responsible for enabling and monitoring the learning, development, and performance initiatives and programmes across government entities, ensuring their alignment with approved policies and the strategic objectives of human capital development.

This is carried out within a project management framework, including project scope planning, implementation monitoring, resource management, and the measurement of project outcomes to ensure the efficient achievement of intended results.

KEY DUTIES AND RESPONSIBILITIES

Lead the training needs analysis across government entities and develop and monitor the implementation of annual training plans to ensure their alignment with the strategic objectives, then translate these plans into training projects with specified scope, objectives, deliverables, and implementation plans in accordance with the project management methodologies.

Design and develop learning and development programs and initiatives in line with the approved competency frameworks and the needs of government entities, as part of planning and delivering training projects, including defining project scope, phases, and deliverables.

Oversee the implementation and monitoring of learning and development programs to ensure the achievement of defined objectives and the quality of deliverables, while tracking the progress of training projects against approved timelines and ensuring adherence to the implementation plans.

Monitor government entities' compliance with the Performance Management System and ensure all stages of the performance cycle are implemented in accordance with the approved policies, as part of delivering and monitoring performance development projects.

Review and audit performance appraisal results to ensure fairness and consistency with the approved performance standards and competency frameworks, supporting the quality of deliverables for performance and development-related projects.

Ensure alignment between individual goals and the strategic objectives of government entities and support entities in improving the quality of objective setting and KPIs to facilitate the achievement of strategic project objectives.

Oversee the development and implementation of employee development plans and link them to performance appraisal outcomes and learning and development programs, as part of the implementation and monitoring training and development projects.

Lead the implementation of training impact measurement methodologies, analyze the results, and prepare analytical reports and development recommendations to evaluate the outcomes and ROI of training projects inform decisions.

Prepare and analyze periodic reports on learning, development, and performance management indicators, and submit recommendations for improvement, including project performance analysis and progress monitoring.

Manage relationships with training and consultancy service providers and ensure the quality of program delivery and compliance with approved standards to support the efficient implementation of training projects and the achievement of their intended outcomes.

Provide advanced technical support to HR Units and supervisors and deliver awareness workshops to build capabilities in learning and performance management, which will support the efficient implementation of projects and the standardization of work practices.

Monitor government entities' compliance with approved policies and procedures, and participate in audit, governance, and the development of the related systems and procedures to ensure effective project governance and adherence to project management methodologies
