Our client is a non-statutory limited company wholly owned by the Financial Secretary Incorporated, established to press ahead with the development of a landmark 210-hectare innovation and technology (I&T) hub. With a clear development positioning, our client serves as a vital platform for the development of Hong Kong’s I&T industry.
As a key I&T hub supporting the national strategy of “bringing in and going global” and a major area for developing emerging technology industries, our client focuses on advanced technology sectors, including Life and Health Technology, AI and Robotics, Microelectronics and Smart Devices, New Materials, New Energy, and Green Technology.
Our client will play a vital role in strengthening cross-boundary innovation collaboration and advancing Hong Kong’s development as an international I&T centre. We are looking for a high-caliber leader to join the team and contribute to building this major I&T platform.
The Role
Reporting to the Chief Executive Officer, the Chief Business Development Officer (CBDO) is responsible for steering the strategy and execution of business development to attract global anchor enterprises across key sectors.
The CBDO will bridge midstream R&D with downstream pilot production, structure market-driven Public-Private Partnerships (PPPs), and optimize strategic land use to support the development of Hong Kong into an international I&T hub.
Key Responsibilities
Growth Strategy & Ecosystem Planning
- Lead the development and execution of the Corporation's growth strategy, including land use, occupancy, and ecosystem development plans, to maximize the long-term value of the I&T hub.
- Identify and drive new business, investment, and development opportunities that support the Corporation’s strategic objectives and economic impact.
- Develop recommendations on sector development, tenant mix, and occupancy strategies to optimize commercial performance and ecosystem synergies.
Global Enterprise Acquisition & Market Intelligence
- Spearhead the attraction of anchor tenants, strategic enterprises, I&T companies, research institutions, and investors to establish a vibrant innovation ecosystem.
- Lead investment promotion, client engagement, and business outreach activities to strengthen the Corporation's market presence and commercial pipeline.
- Provide strategic leadership on market intelligence, industry research, and competitive analysis to identify growth sectors, market trends, and investment opportunities.
- Oversee commercial assessments, business case evaluations, and due diligence for prospective partnerships, investments, and development initiatives.
Strategic Partnerships & Stakeholder Engagement
- Forge strategic partnerships with Government bureaux/departments, industry leaders, academic institutions, and ecosystem stakeholders to enhance the competitiveness and attractiveness of the development.
- Lead the team in developing and executing fundraising strategies to harness public and private resources, aiming to advance I&T as a vital component of Hong Kong's future.
- Foster strong relationships with government officials, business leaders, investors, and key stakeholders to advance the Corporation's strategic interests.
Chinese Mainland Collaboration
- Build and maintain strategic relationships with Mainland government authorities, economic development agencies, industry associations, and key enterprises.
- Promote cross-boundary collaboration, investment, and innovation exchange opportunities within the Greater Bay Area to support the development objectives of the I&T hub.
- Represent the Corporation in high-level engagements and forums to strengthen its visibility, influence, and strategic network across Hong Kong and the Chinese Mainland.
Executive Leadership, Governance & Team Management
- Advise the Board, Committee Members, and senior management on market positioning, growth initiatives, and emerging opportunities within Hong Kong, the Greater Bay Area, and global innovation ecosystems.
- Serve as a member of the executive leadership team and contribute to the overall strategy, governance, and performance of the Corporation.
- Lead and develop a high-performing business development function that promotes collaboration, innovation, and execution excellence.
Qualifications & Requirements
- Education: Bachelor’s Degree or above in Business Administration, Economics, Finance, Engineering, Technology, Urban Planning; postgraduate qualifications are preferred.
- Experience: Accomplished business leader with over 20 years of relevant experience in business development, investment promotion, I&T, economic development, strategic partnerships, or related fields, including significant experience in executive leadership roles.
- Track Record: Proven track record in shaping and executing growth strategies, driving economic development initiatives, attracting strategic investments, and building sustainable innovation ecosystems at a city, regional, national, or international level.
- Industry Knowledge: Strong understanding of innovation-led economic development, land use and occupancy strategies, industry cluster development, public-private partnerships, and ecosystem-building initiatives.
- Network: Deep knowledge of the Chinese Mainland and Greater Bay Area business landscape, with an established network across Government authorities, state-owned enterprises, multinational corporations, investors, industry leaders, research institutions, and innovation communities.
- Language: Excellent command of written and spoken English and Chinese, including Putonghua, with exceptional presentation, communication, and stakeholder management skills.
