Special Project Title: Folsom Area Stormwater Improvement Project

Under general administrative direction from the Civil Division Manager in the Engineering Management Bureau, performs as project engineer for difficult and complex tunnel design projects, assists the section manager in developing strategic planning/forecasting and provides key input to capital improvement programs, performs project engineer duties for difficult and complex engineering projects; establishes and implements departmental policies, procedures and administrative directives, interviews, selects, trains, monitors and evaluates departmental staff and consultants; manages staff assignments, coaches and mentors employees, prepares employee reviews and performance evaluations, identifies employee development and training requirements, performs, directs, supervises and reviews the preparation of difficult and complex responsible professional engineering work in the field and office, directs the activities of professional engineers, technical engineering personnel and consultants performing engineering and administrative functions in connection with the planning, design, and design support during construction of projects and systems in the San Francisco water transmission, water distribution and wastewater systems for the Civil Division.

This position may require periodic travel and overnight stays to the Hetch Hetchy region. The 5211 Senior Engineer will perform other related duties as assigned.

1. Performs, directs, supervises and coordinates the preparation and design of difficult and complex engineering/architecture/landscape architecture projects, ensuring that codes, standards, and project requirements are met; plans and develops projects, budgets and staff for a wide variety of design activities.

2. Interviews, selects, trains, monitors, and evaluates departmental staff and consultants to ensure that work methods and work flow are effective; assures that written performance goals and objectives are prepared for employees; monitors the work of and evaluates, counsels and disciplines subordinate staff as necessary; and reviews and approves technical training programs for staff.

3. Establishes and implements departmental policies, procedures and administrative directives in accordance with applicable laws, ordinances, codes, standards, rules, regulations, and legislative policies and procedures by interpreting, explaining, monitoring, and evaluating the functional activities of the organization

4. Reviews engineering drawings, specifications, calculations and work products produced by staff, consultants and contractors to ensure accuracy, adequacy and conformance to standards. Verifies quantity, dimensions, safety requirements, and proper test and start-up procedures

5. Coordinates all activities between in house engineering staff and consultants/contractors, other Infrastructure bureau professional staff, client enterprise department(s), and outside agencies needed to complete planning and design contract package(s) to ensure projects are completed on time and within budget and meeting critical milestones.

6. Prepares and supervises the preparation of a wide variety of technical engineering reports, regulatory reports, standard operating procedures manuals, emergency operations plans, meeting minutes, public correspondence and other documentation

7. Prepares a variety of bid documents, including advertisement for bids, instructions to bidders, detailed specifications and drawings, engineering cost estimates; reviews and analyzes bids for conformance with specifications and for approval of final awarding of bids

8. Prepares cost and quantity estimates for necessary labor, materials and equipment associated with construction, contractors, suppliers, reconstruction, installation, repair, restoration and maintenance.

9. During construction, directs, supervises review of submittals from contractors, responses to requests for information, design-related change orders and request for substitutions. Checks and reviews specifications, estimates and computations prepared by engineering staff and consultants. May participate in field inspections when necessary

10. May act as Project Engineer or lead designer on engineering projects performing responsible professional civil engineering work related to water facilities, including conducting engineering studies and preparing reports, designs, calculations, cost estimates, drawings, specifications and pipe inspections.

11. Conducts meetings and makes presentations to Boards, Commissions, committees, approval agencies, staff and the general public for the purpose of providing accurate information, explaining policies, and providing recommendations and/or solutions.

12. Represents the City and consults with government officials, business and civic organizations in connection with specific departmental issues.

13. Performs other related duties as assigned.

Work schedule: 40 hours per week, Monday - Friday
