About

As a member of the New York Executive Chamber, the Senior Policy Advisor for Labor Relations serves under the Deputy Secretary for Labor Relations and develops, implements, and governs statewide labor and workforce policy, collective bargaining strategy, and labor relations initiatives.

This role focuses on translating high-level administration goals into actionable, enforceable policy and regulation across state entities, public sector unions, and private sector labor partners. This role ensures that New York's labor posture is balanced, progressive, and forward-looking.

This role assists in developing legislative priorities and coordinates with the budget process for the Deputy Secretary for Labor Relations portfolio.

This role is a key advisor to the Deputy Secretary for Labor Relations, agency leadership, the Governor, and senior staff on matters of labor governance, collective bargaining, and legislation, and works in close coordination with counsel, agency leadership, fellow deputy secretaries, and legislative affairs staff.

Duties

• Reports directly to the Deputy Secretary for Labor Relations.
• Assists in the oversight of labor relations, collective bargaining agreements, and workforce matters for State agencies and authorities, working closely with other members of the Executive Chamber.
• Works with the Division of Budget regarding funding programs, labor contract costs, and workforce initiatives, including participation in budget and legislative negotiations as required.
• Manages programs, projects, and special initiatives within the labor relations portfolio and across state agencies, unions, and other external stakeholders.
• Conducts data analysis, workforce trend mapping, and visualizations in support of labor policy development.
• Consults with organized labor unions, worker advocacy groups, non-governmental agencies, and employer stakeholder groups.
• Prepares position papers, testimony, and complex correspondence, conducts special studies, and assists in the development, implementation, and review of new labor policy initiatives.
• Attends meetings, site visits, seminars, conferences, and conventions in New York City, around the state, and other locations as required.
• Reviews rulemakings, regulations, and other regulatory actions.
• Prepares and reviews briefing materials, legislative proposals, budget initiatives, speeches, and other such materials as may be required.
• Assists in the organization of activities, summits, and meetings convened by the Deputy Secretary for Labor Relations.
• Performs related duties as required.

Minimum Qualifications

• A Bachelor’s degree is required.
• Candidate should have 5+ years of relevant work experience, or an advanced degree related to labor relations, public policy, employment law, or public administration with 1+ years of relevant work experience.
• Demonstrated experience in public service.
• Experience in creating and executing strategic plans.
• Knowledge of public sector labor laws, collective bargaining structures, and current labor and workforce issues.

Preferred Qualifications

• Experience in program and project management within a unionized environment or public sector setting.
• Ability to multitask and work in a fast-paced, high-stakes, and confidential environment under tight deadlines is essential.
• Proficiency with the Google Workspace suite, including Docs, Sheets, and Slides.
