Certified Payroll Specialist

SUMMARY

The Payroll Specialist is primarily responsible for processing accurate and timely weekly payroll for the company, maintaining employee records, and supporting a range of human resources and benefits administration functions. This role reports directly to the CFO and works closely with the operations, field supervisors, and department managers across the organization.

PRIMARY JOB DUTIES/RESPONSIBILITIES

• Review and verify timesheets for accuracy and completeness daily; follow up with timekeepers in the field to resolve discrepancies
• Process weekly payroll on a timely basis
• Enter and maintain employee pay data, direct deposit information, and deduction elections in applicable systems
• Process pay adjustments, pay raises, and off-cycle corrections as needed
• Process and administer wage garnishments in compliance with applicable federal and state requirements
• Report all certified payroll data into LCP Tracker on a weekly basis
• Collect and verify all required documentation from new employees
• Enter new hires into all applicable systems
• Create and maintain employee HR file folders
• Administer benefits enrollment and changes in all applicable systems
• Coordinate open enrollment processes and communicate benefit options to employees
• Support compliance with Texas Payday Law, federal payroll tax requirements, and certified payroll/prevailing wage obligations
• Assist with payroll reporting as required
• Support general liability insurance audits and other periodic internal or external reviews
• Effectively communicate with all field workers, supervisors, and upper management regarding payroll and HR matters
• Respond to employee inquiries regarding pay, deductions, benefits, and HR policies
• Maintain accurate and confidential personnel records in compliance with applicable recordkeeping requirements
• Other duties as assigned by management

REQUIREMENTS & QUALIFICATIONS

• Minimum 5 years of experience in payroll processing
• Familiarity with LCP Tracker or equivalent certified payroll compliance platform
• Intermediate proficiency in Microsoft Excel and Microsoft Outlook / Microsoft 365
• Fluency in both English and Spanish (spoken and written) is required
• Solid understanding of federal, Texas, and multi-state payroll tax law and compliance requirements, or ability to research and apply nexus rules across jurisdictions
• Experience with certified payroll reporting and prevailing wage compliance
• Ability to communicate effectively with all levels of the organization, including operations and management
• High attention to detail, strong organizational skills, and ability to meet recurring weekly deadlines
• Ability to handle sensitive and confidential information with discretion
• Prefer prior experience in the construction industry
• Prefer familiarity with Viewpoint, ADP, or similar HRIS and benefits platforms
• Prefer CPP (Certified Payroll Professional) or PHR/SHRM-CP designation preferred
