In this role, you will lead key corporate budgeting functions and provide oversight of teams delivering financial analysis, advice, and services that support organizational priorities, Council decisions, and public sector accountability requirements.

You will translate organizational strategy, fiscal constraints, and provincial and federal funding parameters into well-developed financial options and recommendations that enable informed decision-making by senior leadership.

You will support the continuous improvement of the corporate budgeting function by strengthening methodologies, enhancing alignment with broader planning processes, and improving the clarity, consistency, and efficiency of budget analysis and reporting. Primary duties include:

• Lead, coach, and support leaders and senior professional staff to deliver consistent, high-quality corporate budget analysis, advice, and services aligned with approved organizational priorities and public sector values.
• Oversee the development, coordination, and implementation of corporate budget processes, frameworks, and multi-year financial plans within established governance and policy parameters.
• Support workforce planning, succession readiness, and professional development to sustain team capability and service continuity.
• Ensure financial planning activities are aligned with departmental business plans, corporate priorities, and service delivery objectives.
• Develop and maintain effective working relationships with senior leaders, central agencies, and key internal partners to support coordinated and integrated financial planning.
• Represent the Corporate Budget Office on cross-functional senior committees, working groups, and initiatives, contributing a corporate financial perspective.
• Support sensitive relationships with external partners, including provincial and federal partners, funding bodies, and auditors, as required.
• Support sound financial governance by ensuring budget processes, recommendations, and analyses comply with applicable legislation, policies, and Public Sector Accounting Standards.

Qualifications

• A degree in a relevant discipline plus a professional accounting designation such as a Chartered Professional Accountant (CPA).
• At least 10 years of progressively senior experience in corporate budgeting, financial planning, and public sector financial management including significant experience leading leaders/managers or senior professional staff.
• Strong working knowledge of municipal or public sector funding, financial planning and budget processes, Public Sector Accounting Standards (PSAS), and relevant legislative and governance frameworks (for example: Municipal Government Act).
• Demonstrated experience providing corporate level financial analysis, advice, and recommendations in a large, complex, and politically sensitive organizational environment.
• Proven ability to lead teams through change, build leadership and professional capability, and deliver results within established governance and policy frameworks.
• Well developed political acumen, judgment, and discretion, with the ability to operate effectively in a multi partner environment involving competing priorities and public accountability.
• Strong written and oral communication skills, with demonstrated ability to translate complex financial and technical information into clear, relevant, and actionable advice for senior leaders and decision makers.
