Job Summary
The HSE Officer is responsible for promoting and maintaining a safe, healthy, and environmentally responsible workplace by implementing Health, Safety, and Environment (HSE) programs across maintenance, outage, and field service activities.
The role provides day-to-day HSE support, ensures compliance with statutory requirements and company standards, and works closely with operational teams to identify hazards, minimize risks, and foster a strong safety culture.
Key ResponsibilitiesHSE Compliance & Field Monitoring
- Monitor daily work activities to ensure compliance with company HSE policies, client requirements, and applicable legal regulations.
- Conduct regular site inspections to identify unsafe conditions, unsafe acts, and environmental risks.
- Verify that maintenance activities are carried out in accordance with approved risk assessments and work procedures.
- Ensure corrective actions are implemented promptly to address identified HSE issues.
- Maintain continuous field presence to support safe execution of maintenance and outage activities.
Risk Assessment & Permit-to-Work Support
- Participate in Job Safety Analysis (JSA), Hazard Identification and Risk Assessment (HIRA), and toolbox meetings.
- Review work permits to ensure all required safety controls are in place before work commences.
- Verify implementation of Permit-to-Work (PTW), Lockout/Tagout (LOTO), confined space entry, working at height, lifting operations, and hot work requirements.
- Monitor compliance with permit conditions throughout work execution.
- Recommend additional control measures where operational risks are identified.
Incident Prevention & Investigation
- Respond to workplace incidents, near misses, and unsafe occurrences.
- Conduct preliminary investigations to determine immediate and root causes.
- Prepare incident reports and recommend corrective and preventive actions.
- Monitor the implementation and effectiveness of corrective measures.
- Maintain accurate records of HSE incidents and observations.
Safety Awareness & Training
- Deliver HSE induction programs for employees, contractors, and visitors.
- Conduct toolbox talks, safety briefings, and awareness campaigns.
- Promote safe work behaviours through regular coaching and engagement with field personnel.
- Support emergency response drills and evacuation exercises.
- Assist in developing HSE training materials and competency initiatives.
Environmental Management
- Monitor environmental practices including waste segregation, spill prevention, pollution control, and housekeeping.
- Ensure hazardous materials are handled, stored, and disposed of in accordance with regulations.
- Support environmental inspections and sustainability initiatives.
- Report environmental incidents and coordinate appropriate response actions.
- Promote environmentally responsible work practices across project sites.
Documentation & Reporting
- Maintain HSE records including inspections, audits, permits, training attendance, and incident reports.
- Prepare daily, weekly, and monthly HSE performance reports.
- Track safety observations, corrective actions, and HSE key performance indicators (KPIs).
- Support internal and external HSE audits by providing required documentation.
- Ensure records are maintained in accordance with company document control procedures.
Emergency Preparedness
- Participate in emergency response planning and readiness activities.
- Verify availability and condition of emergency equipment including fire extinguishers, first aid kits, and spill response materials.
- Support emergency response teams during drills and actual incidents.
- Ensure personnel understand emergency procedures and reporting protocols.
- Coordinate with site management during emergency situations.
Continuous Improvement
- Support the implementation of HSE improvement initiatives and safety campaigns.
- Analyze safety trends and recommend measures to reduce workplace risks.
- Encourage workforce participation in safety observation and reporting programs.
- Contribute to continuous improvement of HSE management systems and operational practices.
- Promote a positive safety culture through leadership and proactive engagement.
Qualifications & Requirements
- Diploma or Bachelor's Degree in Occupational Safety & Health, Environmental Science, Engineering, or a related discipline.
- Minimum 3–5 years of HSE experience in power generation, industrial maintenance, Oil & Gas, energy, or heavy industrial environments.

Pay: RM3,152.99 - RM5,000.00 per month
