Safety Officer

AUTHORITY

The authority and responsibilities of a Safety and Health Officer (SHO) are governed by the Occupational Safety and Health Act 1994 (OSHA 1994) and its subsidiary regulations. The SHO is responsible for providing competent leadership to ensure statutory compliance and operate as a business partner to operations to drive a strong safety culture across projects at sites.

KEY RESPONSIBILITIES

We are seeking an experienced and highly motivated SHO to lead the implementation of the Company's Safety, Health & Environment (SHE) Management System across site operations and projects.

The SHO is responsible for the statutory compliance, operational partnership, leadership of safety personnel and the management of site safety teams (and its Site Safety Supervisor) and owns the implementation of SHE plans, initiatives, compliances and strategies that drive and cultivate workplace’s culture focused on “Safety First”.

JOB RESPONSIBILITIES

SHE Leadership & Compliance

• Lead the implementation, monitoring and continual improvement of the Company's SHE Management System across all assigned projects and operations.
• Ensure compliance with applicable occupational safety and health laws, legislation, regulations, standards and Company policies.
• Serve as the appointed competent SHO in accordance with statutory requirements.
• Maintain up-to-date records of regulatory compliance and SHE documentation.
• Prepare and submit scheduled reports with SHE statistics, updates, findings and recommendations as necessary.

Operational Business Partner

• Participate actively in project, operational and management meetings to integrate safety requirements into planning, execution and decision-making.
• Partner with Project Managers and Operations teams to proactively manage operational risks and improve project safety performance.
• Provide practical safety solutions that support safe, efficient and successful project delivery.

Leadership & Management of Safety Personnel

• Lead, coach and provide direction to Site Safety Supervisors (3S), Safety Executives and other safety personnel to ensure consistent implementation of Company SHE requirements.
• Manage manpower deployment, performance, competency development and succession planning across multiple projects.
• Manage safety performance across geographically dispersed project sites through regular site visits, virtual engagement, timely intervention and performance reviews.
• Drive accountability and consistent SHE standards across all assigned sites.

Safety Assurance & Risk Management

• Lead workplace inspections, audits, hazard identification and risk assessments.
• Monitor implementation of corrective and preventive actions.
• Drive continual improvement through safety performance reviews and audits.
• Escalate significant risks and advise Management on mitigation strategies.

Incident & Emergency Management

• Lead investigations into incidents, dangerous occurrences and near misses to identify root causes.
• Manage the effective implementation of corrective actions and preventive measures.
• Ensure timely statutory reporting and liaison with relevant authorities.
• Develop, implement and test Emergency Response Plans (ERP).

Safety Culture & Capability Development

• Promote a proactive safety culture through leadership, induction, training, safety programmes and employees’ / contractors’ engagement.
• Coordinate and where required lead SHE Committee meetings, toolbox meetings and safety communication initiatives.
• Develop competency and safety awareness among employees, contractors and safety personnel.
• Promote a culture of safety through effective campaigns, safety activities, HIRARC implementation and toolbox meetings.

EXPERIENCES / SKILLS REQUIRED

• Degree / Diploma in Occupational Safety & Health, Environmental Science / Health & Safety or equivalent / relevant disciplines.
• Registered competent Safety & Health Officer (SHO) with the Occupational Safety & Health Department (DOSH) – must have a valid GREEN BOOK.
• Strong knowledge of safety laws, regulation and standards.
• Minimum 5 years’ experience in safety supervision and implementation in engineering, construction and/or manufacturing industry and proven track record of completing project with quality achievement in safety.
• Experience in ISO45001 and exposure in energy or engineering industries are an added advantage.
• Able to communicate proficiently in English & Bahasa Malaysia – both verbal and written.

SPECIAL OR UNIQUE ASPECTS

• Proven ability to lead and manage geographically dispersed safety teams across multiple project sites.
• Strong leadership, stakeholder management, communication and influencing skills.
• Ability to travel to project sites across Malaysia and Indonesia is a requirement.
