Introduction
The Quantity Surveyor will be based on a mining construction project in Northam, Limpopo, for the duration of the 2-year project programme, providing full pre-contract and post-contract commercial services on civil, structural, and associated infrastructure scopes.
The role is accountable for the accuracy of measurement, valuation, and cost reporting on the project, and for protecting the commercial position of the employer through disciplined contract administration.
This is a hands-on site-based position requiring a QS who can independently manage contract packages, lead monthly valuations, defend variations, and produce clear commercial reporting under NEC3, FIDIC, or JBCC contract conditions.
Duties & Responsibilities
Pre-Contract
- Prepare and review Bills of Quantities (BOQ) in accordance with SABS 1200, ASAQS, and POMI standards.
- Conduct quantity take-offs from civil, structural, mechanical, and piping drawings.
- Develop tender pricing schedules, rate build-ups, and first-principles cost estimates for self-perform and subcontracted work.
- Evaluate subcontractor and supplier quotations, perform commercial adjudication, and prepare recommendations.
- Support the procurement team with subcontract packaging, terms negotiation, and award preparation.
Post-Contract Administration
- Administer subcontracts under NEC3 (ECC, ECS, TSC), FIDIC (Red Book, Yellow Book), or JBCC (PBA, NS/A) — including notices, compensation events, early warnings, and contractual correspondence.
- Measure work completed on site and certify monthly progress valuations.
- Prepare and issue payment certificates, recovery statements, and reconciliations.
- Manage variation orders, including pricing, negotiation, and final account agreement.
- Maintain accurate cost control records, commitment registers, and forecast cost-to-complete reports.
Cost Control & Reporting
- Compile monthly commercial reports covering earned value, cost performance, accruals, and forecast outturn.
- Maintain a live risk and opportunity register with quantified commercial impact.
- Track and report on labour, plant, and material consumption against budget.
- Support cash flow forecasting in conjunction with the planning and finance functions.
- Provide commercial input to monthly project review meetings and client reporting.
Claims & Final Accounts
- Prepare and defend variation claims, prolongation claims, and loss & expense submissions in line with the contract.
- Compile contemporaneous records to support or defend claims (daily diaries, instructions, correspondence, photographs).
- Negotiate and finalise subcontractor and main contract final accounts.
- Liaise with legal and contracts advisors on disputed matters and adjudications where required.
- Strong working knowledge of SABS 1200 standardised specifications and the standard system of measuring building work (ASAQS).
- Advanced Microsoft Excel — formula-driven workbooks, pivot tables, lookup functions, cost reporting templates.
- Practical command of WinQS / DimensionX, CCS Candy, BuildSmart, or comparable QS software.
- Proficiency in CAD-based take-off tools (Bluebeam Revu, Cubicost, or similar).
- Solid understanding of NEC3 ECC / ECS / TSC contract mechanics, including compensation events and assessment principles.
- Familiarity with mining client procurement frameworks and Eskom / mining-house standard conditions of contract.
- Working knowledge of B-BBEE preferential procurement principles and local content reporting.
Desired Experience & Qualification
- BSc / BTech / National Diploma in Quantity Surveying, Construction Management, or Construction Economics.
- Registration (or eligibility to register) with the South African Council for the Quantity Surveying Profession (SACQSP) — Candidate or Professional Quantity Surveyor (Pr.QS) status.
- Membership of ASAQS (advantageous).
- Valid driver's licence and own reliable transport.
- 5 to 8 years' post-graduate experience in construction quantity surveying.
- Demonstrable site-based QS experience on mining or heavy industrial construction projects.
- Proven track record administering subcontracts under NEC3, FIDIC, and/or JBCC.
- Experience preparing and defending variations and claims on contracts above R50 million.
- Prior experience on platinum sector projects (Northam, Mogalakwena, Amandelbult, Booysendal, Two Rivers, Modikwa) is highly advantageous.
- Exposure to civil, structural, and earthworks scopes essential; mechanical and piping exposure advantageous.
