Demonstrated experience managing multi-disciplinary projects involving technology, operations, vendors, and executive stakeholders.
Strong knowledge of project management methodologies, governance frameworks, and delivery best practices.
Experience managing vendor relationships, professional services engagements, and contractual deliverables.
Experience preparing executive presentations, status reports, briefing notes, governance materials, and business cases.
Exceptional communication, facilitation, negotiation, and stakeholder management skills.
Roles and responsibilities
- Lead large-scale, complex, high-profile, and high-risk I&IT projects, ensuring successful delivery within scope, budget, and timelines.
- Manage end-to-end project lifecycle activities, including project initiation, planning, execution, monitoring, control, and closeout.
- Ensure project deliverables align with business objectives, client requirements, and OPS project management methodologies, standards, and frameworks.
- Lead organizational development initiatives, strategic planning, business planning, and Ministry funding request processes.
- Gather, analyse, and document business and technical requirements to develop comprehensive project schedules and integrated project plans.
- Develop, maintain, and manage project schedules, deliverables, milestones, dependencies, and scope to ensure project success.
- Monitor project performance, forecast costs, and provide regular reporting to ensure financial targets and project objectives are achieved.
- Manage project budgets, including cost estimates, forecasts, reconciliations, and actual expenditures across multiple funding sources and cross-ministry initiatives.
- Establish strong fiscal controls and accountability measures to ensure effective budget management and compliance.
- Lead and coordinate cross-functional project teams, including OPS employees, unionized staff, and external consultants.
- Source, onboard, and manage project resources; define roles and responsibilities; and establish clear expectations for tasks, deliverables, and performance.
- Resolve resource allocation challenges, interpersonal conflicts, and project-related issues while promoting collaboration and knowledge sharing.
- Proactively identify project risks, issues, and dependencies, developing mitigation and contingency plans to minimize project impact.
- Escalate critical risks and issues to senior leadership and executive stakeholders, providing recommendations and actionable mitigation strategies.
- Facilitate and participate in steering committee meetings, governance forums, and stakeholder engagement sessions.
- Prepare and present project, program, and portfolio status reports to executive leadership and key stakeholders.
- Drive organizational change management activities by identifying resistance factors and implementing strategies that support successful project adoption.
- Promote and enforce project management best practices, governance standards, and quality assurance processes across project teams.
- Coordinate project monitoring activities, track progress against plans, and implement corrective actions when necessary.
- Ensure compliance with Information Management principles, government policies, regulatory requirements, and organizational standards.
- Assess and recommend software, hardware, and technology solutions to support project objectives and business needs.
- Build and maintain strong client and stakeholder relationships, managing expectations and ensuring timely communication throughout the project lifecycle.
- Anticipate, identify, and resolve conflicts between project and functional teams to ensure alignment and successful project outcomes.
- Support accessibility compliance by incorporating Accessibility for Ontarians with Disabilities Act (AODA) requirements and related standards into project activities.
- Apply Project Management Institute (PMI) methodologies and PMBOK principles to support effective project governance and delivery.
- Provide leadership, mentorship, and guidance to project team members while fostering a collaborative, high-performance work environment.
