The Information and Privacy Commissioner of Ontario is an administrative tribunal responsible for the Freedom of Information and Protection of Privacy Act (FIPPA), the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), the Personal Health Information Protection Act (PHIPA) and the Child, Youth and Family Services Act (CYFSA).

The Information Technology and Information Management Division is seeking a collaborative and results-oriented Project Manager & Business Analyst to support the planning and delivery of technology-enabled business improvement and modernization initiatives.

Reporting to the Head of Information Technology and Information Management, you will play a key role in enhancing the IPC's case management application and supporting digital transformation projects that improve business processes, service delivery, and organizational effectiveness.

Working closely with business stakeholders, technical teams, and external vendors, you will manage projects, conduct business analysis, facilitate stakeholder engagement, and help deliver technology solutions that meet evolving business needs.

What can I expect to do in this role?

As a Project Manager & Business Analyst, You Will

• Lead and coordinate technology-enabled projects by developing project plans, managing scope, schedules, risks, and resources, while ensuring successful delivery of business outcomes.
• Conduct business analysis activities by gathering and documenting business requirements, facilitating stakeholder workshops, mapping business processes, and supporting solution design and implementation.
• Coordinate enhancements to the IPC's case management application, including requirements prioritization, vendor coordination, testing, release planning, and implementation activities.
• Build effective relationships with business partners, technical teams, and external vendors to support project delivery, organizational change, and continuous improvement initiatives.
• Monitor project performance, prepare project reporting, support governance activities, and contribute to post-implementation reviews and ongoing process improvements.

How do I qualify?

Education And Experience

You will qualify for this position by demonstrating

• A university degree in Business Administration, Information Technology, Computer Science, Public Administration, or a related discipline.
• A minimum of four (4) years of progressively responsible experience leading business analysis and project management activities supporting business and technology initiatives.
• Experience delivering enterprise application implementations or enhancements, preferably involving case management or workflow-based systems.
• Experience eliciting, documenting, validating, and managing business, functional, and non-functional requirements while collaborating with diverse stakeholder groups.

Knowledge Requirements

• Knowledge of project management and business analysis methodologies, including Agile, Scrum, Waterfall, and hybrid delivery approaches.
• Knowledge of business process improvement, process mapping, organizational change management, and requirements management practices.
• Understanding of Microsoft Dynamics, Microsoft 365, cloud technologies, and information management principles.
• Knowledge of project governance, risk management, vendor coordination, and technology-enabled service delivery.

• Strong analytical, organizational, and problem-solving skills, with the ability to manage multiple priorities and deliver results in a dynamic environment.
• Excellent communication, facilitation, stakeholder engagement, and relationship management skills.
• Demonstrated ability to translate business needs into practical technology solutions while working collaboratively with technical and business teams.
• Strong planning, documentation, presentation, and organizational skills with a focus on continuous improvement and client service.

Asset Qualifications

• Having the ability to communicate (orally and in writing) in French is an asset.
• Professional certifications such as PMP, CCBA, PMI-PBA, Certified Scrum Master (CSM), Professional Scrum Master (PSM), Lean Six Sigma, or Prosci Change Management are considered assets.
• Experience working within the Ontario broader public sector, government, regulatory agencies, or an independent legislative office is considered an asset.
