Location Requirements
DCY’s core hours of operation are Mon-Fri from 8:00am to 5:00pm, however, daily start/end times may vary based on operational need across DCY divisions. Employees may begin as early as 7:00am & as late as 9:00am, based on supervisory approval. This position performs work on-site daily at DCY’s office space.
In this role, you will support the agency’s Comprehensive Child Welfare Information System (CCWIS) by managing all financial components tied to the system’s federal Advance Planning Documents (APDs). You will develop and maintain both Planning and Implementation APDs, create detailed budgets and cost projections, and ensure all documentation aligns with federal CCWIS requirements and funding rules.
A large part of your work involves monitoring expenditures against approved budgets, analyzing variances, implementing corrective actions, and preparing all required federal submissions. You will collaborate regularly with program staff, IT teams, procurement, and federal partners to ensure financial integrity throughout system development.
You will also lead the agency’s Cost Allocation Plan (CAP). This includes designing and updating cost pool structures and allocation methodologies; ensuring compliance with federally approved methods; and overseeing cost allocation processing within OAKS. You will monitor allocation cycles, validate statistics, reconcile allocated costs to source expenditures, and ensure all cost practices comply with federal cost principles under 2 CFR 200 and Title IV E.
A key output of your cost allocation work is the Administrative Cost Report (ACR. You will produce and review this report to ensure accuracy, completeness, and alignment with approved methodologies. You will monitor and validate data that drives cost allocation, including effort reporting from Kronos.
Part of your responsibility includes maintaining labor distribution codes in Kronos to ensure proper alignment with funding streams and cost allocation structures.
Your role also involves close coordination with program, fiscal, and IT teams to implement changes to allocation methodologies. You will prepare documentation and respond to federal reviews and audits related to cost allocation and APD funding.
Beyond APD and CAP responsibilities, you will support broader agency fiscal operations. This includes developing internal controls and procedures, preparing financial reports and forecasts for leadership, contributing to budget development and monitoring, and offering technical assistance to staff. You may participate in strategic planning and special projects.
You will regularly evaluate financial processes and recommend improvements to enhance efficiency, accuracy, and compliance.
Pay Information
Unless required by legislation or union contract, starting salary will be step 1 of the salary range associated with this position. New hires advance to the next step in the range after 6 months and annually thereafter. Based on collective bargaining and legislative activity, there may be cost of living increases awarded annually. Additional longevity supplements begin after 5 years.

Applicant with a passing score will be retained and utilized for a 6-month period. Applicant with a failing score in the same position may not re-take the same selection device for a 6-month period.
Travel required, as needed. Must provide own transportation or in order to operate a state vehicle, you must have a valid driver’s license.
