Hours and Benefits: This is a full-time, in-person position offering a rate of $60K annual depending on experience, with a commitment of 40 hours per week. The position offers a comprehensive benefits package, including medical and dental insurance, vacation, paid holidays, and sick leave.

ORGANIZATIONAL/PROGRAM BACKGROUND

Central City Neighborhood Partners (CCNP) was established in 1994 and incorporated as a formal non-profit collaborative in 2000 to address the socio-economic conditions impacting low-income families living in the City of Los Angeles, with a focus on Westlake and surrounding communities, and expanding to Koreatown in 2024. With the mission of catalyzing partnerships to systemically address the multiple challenges facing low-income families, CCNP works with its partners to help families create pathways to financial security and economic opportunity through our FamilySource Center (FSC) programs, financial asset building programs and other signature programs.

Position Summary

The FSC Program Manager is responsible for overseeing the implementation and ongoing administration and development of the FamilySource Center program. The position is also responsible for overseeing the delivery of streamlined and comprehensive services as envisioned and contractually required.

Primary responsibilities include: overseeing program evaluation process and service coordination, outcomes monitoring and attainment, and internal and external reporting. The Program Manager will serve as a key resource to staff and partners in order to ensure the FamilySource Center and collaborative efforts achieve its outcomes.

This role will serve as a representative for the organization and actively support the overall mission and vision of Central City Neighborhood Partners.

FamilySource Center Program Manager will perform a broad range of duties spanning the full employment cycle, including, but not limited to providing expert counsel, support and/or monitoring of the following:

• Provide overall direction to FamilySource Center staff members and partners
• Ensure the FamilySource Center program offers a variety of services that achieve the mission and vision of the organization and the City of Los Angeles Housing and Community Investment Department (HCIDLA) contract objectives
• Ensure customers are supported with a comprehensive experience and resources needed to achieve self-sufficiency, including but not limited to assistance with housing, employment, transportation and benefits, education-related and mental health services
• Coordinate and develop program-wide policies, procedures and systems that increase effectiveness and efficiency, and ensure compliance with program guidelines and regulations
• Oversee staff and foster an environment that encourages teamwork and creative problem solving
• Monitor staff and subcontract performance and conduct regular evaluations and quarterly desk reviews of the subcontractors’ performance
• Ensure staff and subcontract performance leads to outstanding outcomes and customer progress
• Ensure quality customer satisfaction
• Coordinate the gathering of information for monthly, quarterly and annual reporting as internally and contractually required
• Convene monthly FamilySource Center subcontractors and partner meetings to discuss program performance, challenges and opportunities
• Maintain strong relationships with key stakeholders, community partners, advocates, government officials and program analysts
• Provide training to FamilySource Center staff and subcontractors on program compliance, objectives and industry best practices
• Attend regular staff and organization meetings
• Represent the organization and program in community meetings and volunteers
• Additional tasks, projects and responsibilities as assigned by supervisor and executive leadership.

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS

• Three (3) years of experience managing government contracts
• Two (2) years of experience supervising staff
• Ability to prioritize and complete multiple tasks
• Demonstrate accurate judgment in providing quality information to the staff, partners and customers
• Demonstrate excellent responsibility, organizational and communication skills
• Possess an excellent disposition and interest in working in a team environment
• Experience working in a collaborative is a plus
• Residency in and/or familiarity with the target area and its cultural diversity are also a plus
• Excellent verbal and written communication skills
• Proficiency with Microsoft Office and database software
• The ability to read, write and speak in English and Spanish is required, given that many of the targeted families are monolingual in Spanish. Cultural sensitivity is required.
• Ability to manage databases and reporting systems in order to produce a variety of written reports

EDUCATION AND CERTIFICATION REQUIREMENTS

• Bachelor of Arts degree required, preferably in Social Work, Sociology, Human Services, Psychology, or related field
• Master Degree in Social Services –Preferred

• Successfully pass all post offer, pre-employment screening requirements, including criminal background check, and provide proof of eligibility to work in the United States.
