HSE Engineer

Job SummaryThe HSE Engineer will develop project-specific HSE plans, enforce safe work practices, and ensure zero-incident operations. By actively managing risk and conducting audits, they ensure the project strictly adheres to UAE occupational health and safety laws. Key Responsibilities1. Regulatory Compliance & SARS Requirements

• Implement SARS/Trakhees Standards: Ensure all site activities, documentation, and risk assessments are strictly compliant with SARS/Trakhees approval requirements.
• Authority Coordination: Liaise with regulatory authorities, inspectors, and client representatives during site reviews.
• Permit to Work (PTW): Review and verify safety permits for high-risk activities like hot work, confined space entry, or working at heights.

2. Site Inspections & Hazard Identification

• Daily Site Audits: Conduct regular site inspections and safety audits to identify hazards or non-compliant practices.
• Risk Assessment: Prepare and review Method Statements (MS), Job Safety Analysis (JSA), and project Risk Assessments (RA).
• Monitoring High-Risk Tasks: Oversee structural concrete works, tower crane operations, steel erection, and façade installations.

3. Incident Management & Reporting

• Root Cause Analysis: Investigate accidents, incidents, and near-misses; document findings and recommend corrective actions.
• Record Keeping: Maintain accident and injury logs, and prepare monthly HSE performance reports against corporate and project KPIs.

4. Training & Safety Culture

• Safety Inductions: Conduct site safety inductions for new workers and subcontractors.
• Toolbox Talks: Deliver regular toolbox talks and safety awareness briefings to promote a proactive safety-first culture.

5. Emergency Preparedness & Environmental Control

• Emergency Planning: Develop emergency response plans and coordinate safety and evacuation drills.
• Environmental Monitoring: Ensure proper disposal of hazardous materials and monitor pollution, noise, and waste management on site.

Essential Qualifications

• Education: Bachelor's Degree in Engineering (Civil, Mechanical, or Safety) or Occupational Health & Safety.
• Mandatory Certification: Valid SARS Card (issued by Trakhees/PCFC).
• Safety Qualifications: NEBOSH International General Certificate (IGC) or OSHA 30/40.
• Experience: Minimum 3 to 10+ years of UAE/GCC experience in high-rise, villa, or infrastructure construction projects.
