Job Summary
The Purchase Officer is responsible for managing the end-to-end procurement of materials, equipment, subcontract services, and site requirements for construction, landscaping, infrastructure, and contracting projects. The role ensures the timely procurement of project materials while maintaining compliance with technical specifications, project budgets, quality standards, and delivery schedules.
Working closely with Project Managers, Site Engineers, Quantity Surveyors, and suppliers, the Purchase Officer plays a critical role in supporting project execution by ensuring materials are available on site without impacting construction timelines.
Key Responsibilities
- Project Procurement:
- Review and process Material Requisitions (MRs) received from project teams for construction, landscaping, irrigation, infrastructure, and civil works projects.
- Coordinate with Project Managers, Engineers, Quantity Surveyors, and Site Teams to understand project requirements, specifications, BOQs, and delivery schedules.
- Ensure procurement activities support project milestones and construction programmes.
- Strategic Sourcing & Purchasing:
- Source qualified local and international suppliers for construction materials, MEP materials, landscaping products, irrigation systems, hardscape materials, heavy equipment, and site consumables.
- Obtain competitive quotations (minimum three quotations where applicable) and evaluate suppliers based on price, quality, compliance, delivery lead time, warranty, and commercial terms.
- Negotiate pricing, payment terms, and delivery schedules to achieve maximum value while maintaining project quality standards.
- Ensure all purchases comply with project budgets, approved specifications, and contractual requirements.
- Purchase Order Management:
- Prepare and issue Local Purchase Orders (LPOs) through Oracle ERP (or equivalent ERP system) following the company's approval matrix.
- Ensure purchase orders are processed accurately and within required project timelines.
- Monitor procurement status from purchase order issuance until final delivery.
- Supplier & Vendor Management
- Develop and maintain strong relationships with suppliers specializing in construction materials, landscaping products, irrigation systems, MEP supplies, heavy equipment, and infrastructure materials.
- Conduct supplier evaluations and monitor supplier performance based on quality, delivery, pricing, responsiveness, and after-sales support.
- Participate in supplier selection using the company's approved vendor list and procurement procedures.
- Identify alternative suppliers to reduce procurement risks and improve cost efficiency.
- Logistics & Site Coordination:
- Coordinate closely with suppliers, logistics providers, warehouses, and project sites to ensure timely delivery of materials.
- Monitor delivery schedules to prevent project delays and resolve supply chain issues proactively.
- Expedite urgent procurement requirements for fast-track and critical construction activities.
- Verify delivery documentation and coordinate material receipt with site teams.
- Documentation & Compliance:
- Maintain complete procurement documentation including quotations, comparison sheets, purchase orders, delivery notes, invoices, supplier correspondence, and procurement records.
- Ensure procurement activities comply with company procurement policies, contractual obligations, and ISO Quality Management System requirements.
- Support internal and external ISO audits by providing accurate procurement documentation.
- Cost Control & Continuous Improvement:
- Monitor market trends for construction materials and identify opportunities for cost optimization and value engineering.
- Support procurement planning to improve purchasing efficiency and reduce project costs.
- Contribute to continuous improvement initiatives within the procurement function.
Qualifications
- Bachelor's Degree in Supply Chain Management, Business Administration, Civil Engineering, Mechanical Engineering, Construction Management, or a related discipline.CIPS certification or equivalent procurement qualification is an advantage.
- Experience:3–5 years of procurement experience within construction, contracting, landscaping, infrastructure, civil engineering, or MEP projects in the UAE or GCC.Proven experience procuring construction materials, hardscape products, irrigation systems, MEP materials, heavy equipment, and subcontract services.
- Experience using Oracle ERP or similar ERP procurement systems.
- Strong understanding of construction procurement processes, supplier management, and project-based purchasing.
