In this dynamic, fast-paced role, you’ll serve as a technical expert on our data services team at Minnesota IT Services (MNIT), partnering with Minnesota Department of Health (MDH) to design, deploy, and maintain data pipelines that leverage the full power of Amazon Web Services (AWS). This position requires an employee to work onsite at 625 Robert Street N, St. Paul, Minnesota at least 50% [or more or less if space limitations remain] of the time, with limited telework available. Telework eligibility depends on residence:

• Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.
• Minnesota residents living more than 50 miles from the worksite may be eligible to telework more than 50%.
• Candidates living 50 miles or more from the worksite in a bordering state may work onsite 100% or may be telework eligible if relocating within 50 miles.

Minimum Qualifications

Position requires a minimum of four (4) years of IT related experience in Amazon Web Service (AWS) or related data technologies.

Experience must include

• Automating data pipelines in a production cloud environment (AWS, GCP, Azure).
• Defining data transformations in SQL, Python, and R.
• Collaborating with business partners to define requirements and ensure delivered outcomes align with expectations.
• Utilizing version control (SVN, Git, or other version control system) to build transparent data pipelines.
• Experience working in a variety of data storage solutions (database, data lake, data warehouse, NoSQL, vector stores) in a cloud environment (AWS, GCP, Azure).
• Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
• Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.

Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master’s degree for eighteen (18) months of experience; a bachelor’s degree for one (1) year; and an associate’s degree for six (6) months.

Preferred Qualifications

• Demonstrated ability to think critically about the design and architecture of end-to-end data pipelines, guiding teams in orchestrating data movement and analytic workflows to deliver scalable, reliable, and strategically aligned data solutions.
• Managing cloud infrastructure using AWS CloudFormation or comparable infrastructure-as-code tools (such as Azure Resource Manager or Google Cloud Deployment Manager) in a cloud environment.
• Knowledge and experience working with AWS Lake Formation.
• Experience with one or more aspects of data governance, such as data quality, integration, security, lifecycle management, stewardship, or metadata management.
• AWS Certification such as Cloud Practitioner, Data Engineer, or Solutions Architect.

Strongly Preferred Qualifications

• Developing and maintaining dbt models, tests, and documentation to support reliable, scalable data pipelines.
• Implementing and supporting HL7 interoperability solutions, ensuring accurate, secure, and efficient exchange of healthcare data across systems and partners.
