We are seeking a talented Principal Consultant - Outsourced Human Resources Director / People Operations Director) to join our team of nearly 500 employees.

The Principal Consultant serves as a fractional HR/People Director and trusted HR operations advisor to client organizations. This role provides operational-level HR leadership on a project or interim basis, supporting organizations through periods of growth, transition, stabilization, or transformation.

The outsourced HR Director consultant will work directly with Executive Directors/CEOs and leadership teams to recommend and implement people operations best practices aligned with mission, compliance, and long-term sustainability. Acting in an outsourced HR Director capacity, this role provides day-to-day HR/People operations and ensures systems, policies, and practices are implemented effectively.

This role bridges strategy and execution to ensure employment compliance, the integration of quality improvement, and infrastructure development, thereby strengthening organizational sustainability and performance.

The Principal Consultant operates with a high degree of autonomy and independent judgment, serves as an operational thought partner to client executive leadership, and influences enterprise-level decision-making across client organizations related to employment compliance and HR best practices.

This is a consulting, advisory, and/or technical assistance role. This position does not have direct supervisory authority over client employees or HR staff.

This role may also provide mentorship and technical oversight to project team members, including:

• Senior Consultant / Outsourced Senior HR Manager and Senior HR Business Partner
• Consultant / Outsourced HR Manager and HR Business Partner
• Consultant / Compensation and Total Rewards Analyst
• Associate Consultant / Outsourced HR Generalists

Engagement Model

• Fractional (e.g., 5–19 hours/week) or project-based consulting
• Interim leadership during transitions or vacancies
• Hybrid: On-site and remote, depending on client needs
• Multi-client portfolio with varied engagements

Specific Project Scopes May Include

HR Operations & Compliance

• Ensure compliance with federal, New York State, and local employment laws and regulations; ensure employment compliance with the client funding and regulatory bodies (including but not limited to NYS DOH, OMH, OASAS, OCFS, OPWDD)
• Oversee and/or implement HR best practices, including:
• Employee relations
• Performance management systems
• Recruitment
• Benefits and Leave Administration (FMLA, NYS PFL, NYS PSL, DBL, ADA, WC, etc.)
• Policy development and employee handbooks
• Mitigate organizational risk through proactive compliance and best practices
• Ensure consistent, quality HR service delivery for client organizations

Policy and Compliance

• Maintain compliance with employment (federal, New York State, and local), funder, and regulatory organization employment compliance.
• Develop, implement, and update HR policies and procedures
• Ensure Employee Handbooks are up-to-date and required employment training courses are operational and in compliance
• Conduct investigations in accordance with regulations, provide summary of findings and recommendations to client ED/CEO or designee.

Talent and Workforce

• Recommend, design, and implement recruitment, hiring strategies, and onboarding best practices
• Recommend, design, and implement retention and engagement strategies
• Provide HR/People data and metrics to client leadership teams to support decision-making and make recommendations for strategies that support employee engagement and well-being.

PRINCIPAL CONSULTANT – VERTICAL SCOPE EXPECTATIONS

The Principal Consultant is expected to

• Serve as an enterprise-level HR/People strategist for complex and multi-site nonprofit and healthcare organizations
• Lead high-impact engagements involving workforce strategy and risk mitigation
• Provide input into shaping and scaling service offerings within the Human Resources vertical
• Influence CCSI’s strategic growth within Managed Services
• Support the development of scalable systems, repeatable methodologies, and HR/People frameworks for long-term sustainability
• Maintain and leverage high-level strategic partnerships across the nonprofit, healthcare, and government sectors

REQUIRED COMPETENCIES

• Strategic thinking with strong operational execution
• Deep knowledge of federal and New York State employment regulations
• Expertise in organizational development, culture, and change management
• Strong emotional intelligence and relationship-building skills
• Ability to navigate complex, mission-driven environments

EDUCATION AND EXPERIENCE

• Minimum of a Bachelor’s degree in Business, Human Resources Management, Organizational Development, Healthcare Administration, Public Policy, Public Health, or related field and/or work experience or equivalent education (see CCSI’s Education and Experience Equivalency Chart), and a minimum of 10 years of HR Director experience or equivalent executive role is required.
• Deep expertise in nonprofit/public sector environments is required.
• SPHR and/or SHRM-SCP certifications are preferred.
• Experience working in ASO, MSO, PEO, or HR Professional Services is preferred.
• Strong strategic, advisory, and coaching capabilities to support and build client organization capacity.
• Excellent customer relationship skills, with the ability to assess needs, troubleshoot problems, develop solutions, and manage expectations.
• Strong written and oral communication skills. Comfortable presenting to groups – both formal and informal.

ADDITIONAL REQUIREMENTS

• Ability to travel as required or requested to work with CCSI customers.
