OVERVIEW
We are seeking an experienced Tender & Contract Manager will work under the supervision of the Project Manager and support the Project Director, Project Manager, and Construction Manager throughout the tendering, procurement, and contract administration phases of projects.
The successful candidate will play a key role in managing tender processes, supporting contract administration, coordinating with external consultants, and maintaining project commercial and contractual records.
KEY RESPONSIBILITIES
Tender P
- haseSupport the development of the tender strategy prior to submission to the Client, in coordination with the Project Director, Project Manager, Construction Manager, and Quantity Surveyor.
- Lead the preparation and coordination of tender documentation packages, including contracts, conditions of tender, and supporting documentation.
- Review Bills of Quantities prepared by the Architect, Engineering Consultants, and Quantity Surveyor
- Organize, maintain, and archive all tender-related documentation.
- Coordinate and lead tender clarification meetings with bidders and project stakeholders.
- Prepare tender analysis reports and recommendations in collaboration with the Quantity Surveyor.
- Support the Project Manager in preparing Letters of Acceptance and contract award documentation.
- Ensure compliance with internal quality procedures throughout the tendering process.
Contract Administration Phase
- Organize and maintain records of all contractor, supplier, and direct-vendor contracts.
- Support the project team in monitoring project costs, budget status, and variation orders.
- Assist in the review of contractors' valuations and settlements before issuance of Interim Payment Certificates.
- Maintain variation order registers and cost tracking logs.
- Monitor contractual obligations, key milestones, and contractual correspondence.
- Coordinate with the Quantity Surveyor and Procurement Agent regarding commercial and contractual matters.
- Support the preparation and review of contractual notices, claims, and supporting documentation.
- Assist in project close-out activities, including final account settlement and contract close-out documentation.
Administration
- Maintain document control systems and project registers.
- Record and track submissions, invoices, payment certificates, variations, and contractual correspondence.
- Maintain filing systems in accordance with ARTELIA procedures, both electronically and in hard copy.
- Distribute project information and documentation to project stakeholders when required.
- Ensure proper archiving and retention of contractual and commercial records.
REQUIREMENTS & QUALIFICATIONS
Education
- Bachelor's Degree in Quantity Surveying, Construction Management, Civil Engineering, Architecture, Business Administration, Law, or a related discipline.
Experience
- Minimum 3 years of experience in the construction, project management, engineering consultancy, contractor, or quantity surveying industry
- Experience in tender management and contract administration for building projects.
- Experience in hospitality, mixed-use, commercial, or high-end fit-out projects is an advantage.
- Familiarity with Hong Kong construction practices and contractual procedures is preferred.

Preferred Qualifications
- Knowledge of FIDIC, NEC, JCT, or other standard forms of contract.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
- Strong report-writing and document-management skills.
- Experience working with project management consultants (PMC), contractors, or international consultancy firms.
- Fluent in English; Cantonese and Mandarin are advantageous.
