Role Mission
- Responsible for managing the full tender lifecycle for public-sector pharmaceutical contracts, with a particular focus on the Hospital Authority, Department of Health, and other government procurement bodies.
- This role plays a key part in securing new tender wins, maintaining contract compliance, strengthening stakeholder relationships, and ensuring smooth supply execution.

- The successful candidate will work closely with internal teams, logistics partners, and external stakeholders to ensure competitive, compliant, and timely tender execution.
Job Description
- Manage the full tender cycle, including opportunity identification, document preparation, pricing, submission, follow-up, and post-award activities.
- Ensure all tender submissions are accurate, compliant, complete, and delivered within strict deadlines.
- Maintain strong knowledge of procurement policies, regulatory frameworks, and procedural updates relating to the Hospital Authority, Department of Health, and other government bodies.
- Handle cluster enquiries, product shortages, clarification requests, and contract compliance matters.
- Coordinate with 3PL/4PL partners on tender-related logistics, supply management, and service cost negotiations.
- Support tender forecasting, annual budgeting, and sales planning.
- Build and maintain strong working relationships with CPO, HA cluster pharmacists, DH, CHP, and other government procurement teams.
- Conduct regular visits to CPO and HA to gather market insights, demand trends, and tender forecasts.
- Support audits, compliance checks, and supplier queries from government institutions.
- Analyze demand patterns, competitor pricing, and market opportunities to enhance future bidding strategies.
- Maintain an updated tender database covering products, bids, outcomes, and reference pricing.
- Track contract expiry dates, re-tender cycles, new enlistment opportunities, and relevant market intelligence.
- Work closely with the Supply Chain team to ensure uninterrupted delivery to HA/DH in line with contract terms.
- Monitor delivery schedules, order fulfilment, and supply performance to ensure contractual compliance.
- Anticipate supply or regulatory risks and implement preventive actions where needed.
- Prepare weekly reports on tender status, submissions, contract performance, and cluster consumption.
- Deliver monthly competitor analysis, pricing insights, and strategic recommendations for upcoming tender cycles.
Ideal Candidates
- 5 to 7+ years of experience in pharmaceutical tender management, preferably within public-sector procurement.
- Proven ownership of the full tender lifecycle, from opportunity identification to post-contract management.
- Strong knowledge of Hong Kong public procurement processes, particularly HA, DH, and CPO tender procedures.
- Solid experience in tender pricing strategy, competitor analysis, and bid optimization.
- Familiarity with regulatory and compliance requirements for pharmaceutical public tenders, including GMP, product registration, and documentation standards.
- Strong stakeholder management experience with government procurement teams, hospital clusters, and healthcare institutions.
- Experience working with supply chain teams and 3PL/4PL partners to ensure contract fulfilment and delivery compliance.
- Excellent documentation, analytical, and coordination skills with strong attention to detail and deadline discipline.
- Strong communication and negotiation skills, with the ability to work effectively across internal and external stakeholders.
